- RFI HSHQDC-17-I-BIOWQA BIOWATCH QUALITY ASSURANCE. The BioWatch QA Program is essential to ensuring the BioWatch Program continues to provide actionable results with high confidence to local public health decision makers. The QA Program was established in 2011 to ensure field and laboratory operations are conducted according to program policies, protocols, and QA and quality control (QC) requirements to ensure the defensibility of results. The BioWatch QA Program uses International Organization for Standards ISO Guide 34:2009, ISO17025:2005 and ISO17043:2010 and encompasses four elements: 1) program-defined QA requirements in QA Program Plans (QAPPs) for field, laboratory, and test and evaluation of candidate technologies, 2) independent audits of the SSL and field and laboratory operations, 3) routine testing of PM samples with known outcomes to monitor analytical performance, 4) and routine proficiency testing (PT) using ISO17043:2010 standards. A successful candidate staffing performer will: • Provide subject matter expertise to support the QA Program management of an analytical biodetection system using ISO Guide 34:2009, ISO17025:2005 and ISO17043:2010 standards. • Provide the following QA Program support for a national biodetection program that includes four core elements: o QA Program Plans outlining QA requirements o Ongoing performance monitoring using spiked samples or alternative methods o Routine proficiency testing accredited to ISO17043:2010 standards; and o Independent audits of SSL, field and laboratory operations using certified auditors (e,g, American Society for Quality Certified Quality Auditor). • Calculate, track, trend, and provide statistical analyses of QA data in a manner that supports root cause analysis to distinguish known vs. unknown errors, laboratory error vs. assay/reagent issues • Performance of the work will occur at the Performer's location and state or local Public Health Laboratories and Jurisdictions. A complete list of locations will be provided as appropriate by the Program in subsequent Requests for Proposal/Quote. Responses to this RFI will assist DHS in understanding the number and nature of available solutions. Demonstrating the ability to meet all desired performance factors is not currently necessary. The following information is being requested in response to this RFI and must be included in a spreadsheet format and attached with the response: 1) Company Name/Division 2) Single point-of-contact name, title, telephone, and email address 3) Applicable NAICS code 4) Socio-economic status 5) Executive summary that provides a succinct overview of the RFI submission 6) A statement of qualifications for the firm describing its experience providing professional QA support, including conducting audits using certified auditors and statistical data analyses. If a teaming arrangement is contemplated, discuss potential team members 7) A description of capabilities that address the following: a) Demonstrated experience providing proficiency testing under processes accredited by an International Laboratory Accreditation Cooperation (ILAC) Mutual Recognition Arrangement (MRA) Signatory to ISO/IEC 17043:2010: Conformity Assessment- General Requirements for Proficiency Testing. b) Demonstrated experience providing QA program support for sample collection and biological analysis using ISO Guide 34, ISO17035, and/or IS17043 standards c) Demonstrated experience conducting audits using certified auditors of field collection teams and/or laboratories testing environmental samples for biological agents d) Ability to collect PM sample data from multiple laboratories, conduct trends and statistical analyses on PM data, and report results to DHS e) Any demonstrable benefits that could be provided to the Program by the Performer f) Any other information the respondent believes to be important and germane to the purposes of this RFI
