- The Department of Veterans Affairs, Network Contracting Office 9, hereby provides notice of its intent to award a sole-source, firm fixed contract to Washington County-Johnson City Emergency Medical Service-Ambulance Division, 296 Wesley St, Johnson City, TN, 37601. The contract is expected to be awarded under FAR 6.302-1. A Justification and Approval for Other Than Full and Open Competition has been prepared. The period of performance shall be a base year of 4/01/2017 through 3/31/2018, with four one-year option periods. The contract will be for Washington County-Johnson City Emergency Medical Service-Ambulance Division to provide non-emergency ambulance transportation to and from the James H. Quillen VA Medical Center (JHQVAMC), Mountain Home, TN, and all associated facilities. This contract includes requirements for a basic life support (BLS) vehicle staffed by an emergency medical technician (EMT) and advanced life support (ALS) vehicle staffed by emergency medical technician paramedic (EMTP). The contractor shall furnish 24 hour ambulance service for the beneficiaries of the VAMC when authorized in advance by the Travel Unit staff. Contractor will provide interstate transportation services as needed and must maintain required qualifications. NAICS code: NAICS 621910 Ambulance Services (SBA Size Standard $15.0 Million) The services required meet Department of Veterans Affairs' legal obligation to continue to receive, without interruption, the maintenance support services which is vital to Patient Care. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement no later than December 23, 2016, 4:00 PM, CT. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Interested parties are encouraged to furnish information by email only with Response to Intent to Sole Source for Non-Emergency Ambulance Transportation in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contract Specialist, Jon Ransom by email at jon.ransom@va.gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements, including proof of training and certification for performing maintenance and service on the listed equipment and systems.
