- This is a SOURCES SOUGHT NOTICE for market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS OR A REQUEST FOR QUOTATIONS. The National Institute of Standards & Technology (NIST) is contemplating a requirement to provide repair and maintenance services for a NIST-owned Agilent Technologies 7900 inductively coupled plasma-mass spectrometer (ICP-MS), located at the National Institute of Standards and Technology in Gaithersburg, MD. The NIST/Material Measurement Science Division (MMSD) uses an Agilent Technologies 7900 ICP-MS for elemental analysis of trace levels of various elements including, but not limited to, Au, Ag, Pt, S, Se, and P, sampled from solution and/or aerosol phase. The contemplated requirement will provide a service and maintenance agreement for the Agilent 7900 ICP-MS system for a base period of one year plus four one-year option periods. The system includes the ICP-MS, an A520 auto-sampler, and a heat exchanger. All service and maintenance must be performed by a technician (or technicians) that has been trained by Agilent, and is fluent in the operation of the covered equipment. The Contractor must be able to maintain and repair this instrument to Agilent specifications. The service and maintenance agreement may also include any or all of the following. The information contained in this notice is DRAFT only and as such, is subject to change prior to issuance of a solicitation. -The Government prefers original equipment manufacturer parts to be used when servicing and repairing the system. If OEM parts are not used, all parts must be approved for use in the 7900 ICP-MS system by the manufacturer. -Two (2) annual preventive maintenance visits for each year of the contract; and -The Contractor must respond to an unlimited number of service repair calls with on-site service within three (3) business days. Preliminary market research efforts indicated that only the original equipment manufacturer was capable of providing such services. This notice seeks to identify responsible Contractors that have the capability of providing the required service. RESPONDING TO THE NOTICE Vendors are requested to provide detailed information on their ability, experience and expertise to provide the contemplated service and maintenance. Vendors are also invited to comment on the requirements identified. Responses shall address all of the following, at a minimum: -The Contractor's ability to provide the required services; -Demonstration of the expertise and training of service technicians that will be responsible to maintain and repair the ICP/MS system; -The Contractor's ability to provide OEM parts or other parts approved for use by the manufacturer; -The Contractor's standard on-site response time for unscheduled service visits; -If proposing a subcontractor to perform the required work, documentation of an established business relationship between the Contractor and their proposed sub-contractor; -The business size of the prime Contractor based upon the NAICS code and small business size standard identified herein; and -Any other information considered relevant to demonstrate the Contractor's ability to perform the required work. The above information and any other information considered pertinent to the requirements must be submitted to Carol A. Wood, Contracting Officer, National Institute of Standards and Technology, Acquisition Management Division, 100 Bureau Drive, Mail Stop 1640, Gaithersburg, MD 20899-1640. Information submitted must be specific and address each of the above points. Submissions must be received by 3:30 PM Eastern Time on December 20, 2016. Original and e-mail submissions are acceptable. *Vendors shall identify their business size as Small Business in accordance with North American Industry Classification System (NAICS) Code 811219; the Small Business Size Standard is $20.5M.
