- Description It is the intent of the National Library of Medicine (NLM) to enter into a sole source procurement. Beijing Book Co., Inc. 701 E Linden Ave, Linden, NY 07036, to enhance NLM's collection of biomedical serials and periodicals. Beijing Book Company, Inc. will supply serial subscriptions, standing orders, back issues and related publications and services to NLM from China And Taiwan. NLM requires procurement of approximately 670 subscriptions per year. Beijing Book Company is the only known source to provide the breadth and totality of unique serial subscriptions required by NLM. This procurement is a continuation of the existing services to provide serial subscriptions. This action is under the authority of 41 U.S.C.253 (c) (1), as set forth in FAR 6.302-1 and HHSAR 306. 302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13 to use simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System Code Professional Organizations is and 519120 the business size standard is $15.0 Million. The National Library of Medicine is the world's largest medical library. The NLM is a component of the National Institutes of Health (NIH) which is a large, federal biomedical research organization dedicated to the mission of uncovering new knowledge that will lead to better health for everyone. The Library's primary mission, as mandated by Congress, is to provide biomedical and health care literature and information to health professionals. To support this mission, the Library collects publications in all areas of biomedicine from every country in the world, and in every language according to the guidelines described in the current education of the Collection Development Manual of the National Library of Medicine https://www.nlm.nih.gov/tsd/acquisitions/cdm/. The focus of the collection is upon original research and works of international interest aimed at health professionals, scholars, and scientist. The Library's objective is to support biomedical life sciences research, professional education, health policy development and health care delivery through the dissemination and exchange of information by health professionals. This is not a solicitation for competitive quotations, nor is a RFQ available. However, if any other interested party believes that it can meet the requirement it may submit a statement of capabilities. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to all NLM to determine if the party can meet all of the foregoing requirements. Capability statements and related materials must be received in this office by 1:00 p.m. Eastern Standard Time (EST) on December 23, 2016 via e-mail to elena.leon2@.nih.gov. NLM Synopsis Number NIHLM2017918 shall be noted on all correspondence relating to this announcement. This solicitation incorporates provision and clauses in effect in the FAC 2005-92 FAR Revision effective November 18, 2016, including all FAR Circulars issued as of the date of this synopsis. NLM anticipates that an award will be made on or about January 10, 2017. A determination by the government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not commit the Government to award a contract.
