- SOLICITATION N00164-17-T-GP19 -- BRAND-NAME ONLY -- PROCUREMENT OF BAND-IT ULTRA-LOK UL8169 BAND-CLAMPS -- FSC 4730 -- NAICS 332722 -- SYNOPSIS RESPONSE DATE 09 JANUARY 2017 Anticipated Issue Date 09 December 2016 - Anticipated Closing Date 09 January 2017 - 2:00 PM EST The Naval Surface Warfare Center, Crane Division has a requirement for Ultra-Lok 8169 Band Clamps that are replaced during the repair of the TR-343 Transducer for the AN/SQS-53C Hull Sonar Array Subsystem, AN/SQQ-89(V) Anti-Submarine Warfare (ASW) System. The band clamps are a critical component of the TR-343 Sonar Transducer and used for integrated undersea warfare detection, classification, display, and targeting. A solicitation will be issued pursuant to the procedures in FAR Part 13.5 for an anticipated 5-Year, Firm-Fixed Price (FFP), Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The contract will be a brand name only basis for procurement of Ultra-Lok 8169 Band Clamps manufactured by Band-It-IDEX, Incorporated, 4799 Dahlia St., Denver, CO 80216-3222 which meets the requirements of the applicable Naval Sea Systems Command drawing and parts list. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only sources providing the Brand Name in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition for the Ultra-Lok 8169 Band Clamps is to avoid roughly $656,006 in cost duplication and prevent as much as six years unnecessary schedule impact. To date, Band-It-Idex, Incorporated has been the only vendor capable of passing the extensive certification testing, completing the certification plan, and supplying a product that fully meets sponsor requirements. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received in response to this synopsis will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Contractor must be registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the Internet at https://www.sam.gov. The documents are limited distribution (Distribution C) and will not be made available unless approval is granted. Interested contractors must be registered in the JCP in order to receive access. Information about the JCP is located at https://www.dlis.dla.mil/jcp/. The solicitation will be available for download but may be made available upon request. It is the responsibility of the Offerors to request a copy of the solicitation and to submit offers to the POC at NSWC Crane to be considered. Submitting an offer electronically using any "Submit Bid" feature or other electronic means does not guarantee offers will be received by the proper person or in the correct format. Offers must be submitted in the format specified within the solicitation to be considered. Responsible sources may submit a capability statement, proposal or quotation which may be considered by the agency.
