- Disclaimer: This pre-solicitation notice is for information only, and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. The Government will not reimburse the cost of any submission in response to this announcement -- the entire cost of any submission will be at the sole expense of the source submitting the information. If a solicitation is issued in the future, it will be announced via the Federal Business Opportunities website (https://www.fbo.gov) and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. SYNOPSIS The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation, N00024-17-R-6308, for the development of the Extra Large Unmanned Undersea Vehicle (XLUUV). The XLUUV will be a modular, open architecture (OA), reconfigurable Unmanned Undersea Vehicle (UUV). Prototype vehicles with the capability to interface with mission payloads are planned for delivery. Based upon the complexity, magnitude, and duration of the requirement, the Government's market research indicated there are not two or more small business concerns capable of competing for the requirement as a small business set aside (FAR 19.502-2(b)). The solicitation will be issued electronically via Federal Business Opportunities (FBO) at http://fbo.gov and interested parties must comply with that announcement. FBO is the single point of entry for posting of the synopsis and solicitations to the internet. Interested offerors should monitor the FBO page for the release of the solicitation, and any applicable amendments. Offerors must be registered in the System for Award Management (SAM) in order to participate in this procurement at https://www.sam.gov/portal/public/SAM/. The Government anticipates releasing the final Request for Proposal (RFP) second quarter fiscal year 2017. DRAFT RFP AND REQUIREMENTS DOCUMENTS Included with this synopsis is a draft Request for Proposal (RFP) for Industry review and comment. The Draft RFP contains related Draft Requirements Documents as attachments that contain classified or restricted disclosure information. Companies must request a copy of classified or restricted disclosure attachments for RFP N00024-17-R-6308. Companies must provide the Contracting Officer a completed Security Classification Specification, DD Form 254 (Attachment J-3), indicating that the requesting company has a Defense Security Service (DSS) issued SECRET facility clearance, providing for SECRET personnel clearances and SECRET safeguarding capability. The Government will not provide sponsorship for new or upgraded personnel or facility clearances. Upon proper clearance approvals by the Government, the Contracting Officer will issue a "Terms of Use" letter to the requesting company. The "Terms of Use" letter shall be signed and returned to the Contracting Officer and Contract Specialist. Upon receipt of the "Terms of Use" letter by the Contracting Officer, the classified or restricted disclosure attachments will be made available in a secure manner to the Offeror so long as the Offeror has met the security requirements detailed. The "Terms of Use" letter shall be signed and returned to: TO: Mr. Brett Bikowski - brett.bikowski@navy.mil CC: Mr. Mike Hammersley - james.hammersley@navy.mil SUBJECT LINE: TOU letter (insert name of company) N00024-17-R-6308 RFP INDUSTRY DAY Program Executive Office, Littoral Combat Ships (PEO LCS) PMS 406 Program Office plans to host an Industry Day to discuss the NAVSEA requirement for the development of the XLUUV. The purpose of this Industry Day is for the Government to brief interested Contractors in order to improve Industry's understanding of the XLUUV prototyping requirement and anticipated contracting approach. The Industry Day will be planned for January 2017. Additional details will follow in a modified synopsis posting with specific details on the planned Industry Day. SUBMISSION OF DRAFT RFP AND INDUSTRY DAY QUESTIONS/COMMENTS The Government welcomes industry comments and questions regarding the draft solicitation and Industry Day. Offerors shall electronically submit Unclassified questions and comments regarding the draft solicitation or Industry Day by sending an email to the Contract Specialist, Mr. Mike Hammersley at james.hammersley@navy.mil and carbon copy (CC:) to the Contracting Officer Brett Bikowski at brett.bikowski@navy.mil. For ease of Government review, Offerors must submit questions on a Microsoft Word version of the Interested Offeror Questions Form (Attachment J-9). Information provided with each question shall include the document name, document date, specific page, paragraph, clause, or other definitive citation requiring clarification as per Attachment J-9. All questions related to the Draft RFP or Draft Requirements documents must be submitted by 03 January 2017. Any questions arising from Industry Day must be submitted on the day it is held. The Government will modify this synopsis to provide further details on Industry Day. Industry feedback will be considered in the preparation of the formal solicitation and it is the Government's intention that questions and responses will be distributed electronically to all potential Offerors via the Federal Business Opportunities website. However, respondents are advised that the Government is under no obligation provide feedback or respond to Industry to respondents with respect to any information submitted. Further, Industry is reminded that it is the formal solicitation that will govern any official acquisition. If an Offeror needs to ask a question on CLASSIFIED material, it shall notify the Contract Specialist, Mr. Mike Hammersley at james.hammersley@navy.mil and carbon copy (CC:) to the Contracting Officer Brett Bikowski at brett.bikowski@navy.mil. An appropriate channel for the Offeror to pose its classified question will then be established.
