- The National Cemetery Administration is soliciting offers under Solicitation No. VA786-17-R-0107 for a design/build web product project. The intent of an awarded contract shall be to deliver and convey the Department of Veterans Affairs-National Cemetery Administration s Visionary Goals in a unique way that highlights the important information and provides references and links to more information and sources not found in the web product. Performance is to be at the Contractor s site (NCA) to have backend admin privileges to the site. Contractor to furnish all equipment, parts, materials, labor and supervision necessary to Raise, Realign, Reset & Clean upright headstones and to perform ground surface renovation/re-establish turf. This is a onetime contract, there is no incumbent. The core framework of the product will be a source of data structures that will provide the user with an rich media immersive experience that includes a collection of highly important information highlighted and staged with graphics, illustrations, animations and video. To maximize reach and time to delivery, this product will be built on the Web Platform where the core competencies of the product include Javascript, HTML5 and CSS. The core competencies of the architecture include high availability, content delivery (CDN), separation of concerns, JSON, model-view-controller (MVC) and/or Behavior Event State Tree (BEST). All questions shall be submitted in writing to the Contract Officer (CO) at Katherine.Iacovelli@va.gov. All questions due by 1/4/16 at noon. Work shall be performed in strict accordance with all terms, conditions, specifications, schedules and drawings. Performance shall be in accordance with the requirements, conditions, terms and representations contained in this solicitation, any pertinent OSHA Occupational and Safety regulations, VA and Federal Security regulations and policies, and any State and/or local regulations, laws and codes. Proposals will be evaluated and award will be made to the responsible offeror conforming to the solicitation, is determined to be in the best interest of the Government, price and other factors considered. An offeror s proposal may not be considered when proposed cost is unreasonably high or unrealistically low. Past Performance is considered of greatest importance; therefore, the Government reserves the right to award a contract to other than the low offeror. Factors that will be evaluated to determine award are past performance, technical approach, and price. Responsibility determination will be made in accordance with FAR 9.1 Responsible Prospective Contractors. Price will be evaluated on the basis of its realism and acceptability to the Government. Risk will be considered in all of these factors. This acquisition is 100% set aside for Service Disabled Veteran Owned Small Business (SDVOSB). The NAICS Code is 541512. Size standard is $27.5 Million. Electronic solicitations will be available for download from http://www.fbo.gov on or about February 12, 2016 Responses to the solicitation are due by noon Eastern time on Monday January 13, 2017. Any amendments to the solicitation will also be available at www.fbo.gov. Offerors are advised they are responsible for obtaining any amendments. Information shall be submitted in the manner requested in FURTHER INSTRUCTIONS TO OFFERORS. Failure to submit all documentation required as required so may result in your submission being determined non-responsive and removed from further consideration.
