Prototype Electrician's Impact Safety Vest Drawings Subject: Sources Sought Development of Prototype Electrician's Impact Safety Vest THIS IS A SOURCES SOUGHT NOTICE ONLY to identify potential sources capable of developing concepts leveraging a Government design for the production of Initial Prototypes. This is not a Request for Quotation (RFQ), Request for Proposal (RFP) or an Invitation for Bid (IFB). It is a market research tool being used to determine the availability and adequacy of potential sources for planning purposes only. Responses to this notice are not considered as offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information presented or the use of any such information. DESCRIPTION: The US Army Natick Soldier Research, Development & Engineering Center (NSRDEC) is conducting a market survey to identify sources for producing initial prototypes in an effort to scale up development of an electrician's impact safety vest for sailors working in electrical panels aboard submarines and surface ships. The capability to produce large quantities of prototype vests is not available in-house. Thus, NSRDEC is in need of a low-volume prototype, clothing development company that: (1) has extensive experience working with a wide range of materials, (2) can quickly make changes based on user feedback, and (3) physically work closely with NSRDEC in the prototype design process. The Period of Performance (POP) for this work would be no greater than six (6) months. The garment manufacturing company shall be capable of providing: 1. Concepts for initial prototypes. (See attached drawings.) 2. All patterns for the electrician's safety vest. 3. Two (2) Initial Prototypes. Color to be determined. 4. Two (2) Additional Prototypes, with modifications based on results of fit evaluation. 5. Technical Data Package, to include finished drawings, patterns, list of materials, instructions for construction, any standard tests required for validation and any other pertinent information required for the procurement and manufacturing of the electrician's impact safety vest. 6. Seventy-five (75) production electrician's impact safety vests manufactured to the specifications as outlined in the Technical Data Package. REQUESTED INFORMATION: Vendors who believe they are capable of meeting the above requirements are requested to submit a short (no more than 10 pages total) summary, including Company name and address, Web page URL, point of contact with phone number and e-mail address, DUNS number, CAGE Code and a statement regarding any small business designation (if applicable), by the date and to the address noted below. The North American Industry Classification System (NAICS) code is 315990 and the small business size is 500 employees. Respondents should include: 1. A description of company's background, technology, experience, and any other information that demonstrates value, performance, and capabilities. 2. Product detailed descriptions and how it addresses the Government's requirement. This can also include current or past performance of providing similar products to the Government. 3. Estimated cost minimum, maximum delivery schedule, and any anticipated discounts. 4. If applicable, GSA schedule information. 5. All assumptions, including any assumed Government support. 6. Berry compliance documentation (all textile-based technology products-all materials and manufacturing-must comply with Berry Amendment Restrictions, per DFARS 252.225-7012). Respondents are requested to provide information by Tuesday, 10 January 2017/3:00 PM Eastern Standard Time. Documents are requested to be submitted electronically in Adobe Professional (.PDF) format. No telephonic, facsimile or hardcopy responses to this RFI will be considered. This notice is for information only. THIS IS NOT A REQUEST FOR QUOTATION. No solicitation document exists. Any information submitted will not be returned, and no payment will be made by the Government for such information. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for any potential requirement. Input on technical aspects of the responses may be solicited by NSRDEC from non-Government consultants/experts who are bound by appropriate non-disclosure requirements. By responding to this notice, the Respondent agrees to allow such input from non-Government consultants/experts concerning the information and materials submitted.
