Description
Naval Facilities Engineering Command, Southwest (NAVFAC SW) is conducting market research to identify responsible sources and obtain information to purchasing renewable power at Marine Corps Air Station (MCAS), Miramar located in San Diego, California. The Marine Corps desires to purchase energy generated from renewable power generation system(s) developed, constructed and owned by a private entity or entities. The intent of the Marine Corps is to enter into a Power Purchase Agreement (PPA). The requirement is for approximately 13,900 MWh of bundled renewable energy on an annual basis. The renewable energy must be delivered continuously 24 hours a day for the term of the contract. Due to future mircrogrid implementation, the point of connection to MCAS must be a direct connection - separate from the external distribution and transmission systems of the commercial utility. The anticipated capacity of the generation source is 1.6MW. The provider of this PPA will be responsible for all interconnection requirements as per San Diego Gas and Electric (SDGE) Rule 21 for a direct connection to MCAS ™s electrical grid. The Marine Corps requirement is to purchase the renewable attributes associated with this energy, thus purchase this energy as bundled renewable energy. The Net Present Value (NPV) of this PPA must be equal to or less than the cost of current brown power over the term of the contract. NAVFAC SW is seeking sources to provide the Marine Corps a renewable energy PPA pursuant to 10 USC 2922a. Responses to this RFI shall include potential site and locations for direct connection, type of renewable power generation system(s), total land area requirements, limitations of site and location, market demand for power, and any other pertinent information the responder deems should be brought to the attention of the Marine Corps. THIS MARKET RESEARCH/SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. This market research is being used to determine the availability and adequacy of potential contractors prior to determining the issuance of an award. The Government is not obligated to and will not pay for any information received from the potential sources as a result of this market research/sources sought. It is requested that interested parties submit to the Contracting Officer a capabilities statement package.
