Description
REQUEST FOR INFORMATION The Government is issuing this Request for Information to determine a competitive basis. This is not a solicitation. This questionnaire is for market research purposes only. Only contractors capable of performing this type of work should respond to this Request for Information Requirement The Nashville District U.S. Army Corps of Engineers (USACE) anticipates a requirement for a firm fixed-price construction contract to accomplish the following work as follows: Wolf Creek Powerhouse (Wolf Creek) is located on the Cumberland River at river mile 460.9 approximately 10 miles south of Jamestown, Kentucky. The project contains six 45,000 kilowatt (kW) units with a total generating capacity of 270,000 kW. The rated "overload" generation is 310,000 kW. The six units became operational in 1951 and 1952. Center Hill Power Plant is located on the Caney Fork River, approximately 12 miles (20 river miles) from its confluence with the Cumberland River. The powerhouse has 3 identical vertical Francis type generating units, rated at 62,500 hp (45 MW) under 160 ft net head. Center Hill has the 2nd largest capacity and generates the 4th highest average annual energy of the Nashville District hydroelectric plants. Dale Hollow Powerhouse (Dale Hollow) is located on the Obey River 7.3 miles above its confluence with the Cumberland River 26 miles north of Cookeville, Tennessee. The powerhouse and dam are located in Clay County, Tennessee. The project contains three 18,000 kilowatt (kW) units with a total generating capacity of 54,000 kW. The rated "overload" generation is 62,100 kW. The three generating units became operable in 1948, 1949, and 1953. 1. Replace all head gate machinery, wiring, controls and machinery huts. The work item will include Planning, Engineering and Design of the replacement, preparation of the contracting package, and acquisition of the repair, and includes Engineering During Construction and Supervision and Administration. Development of the Phase I Assessment is underway. This is a joint effort with the District and The Hydroelectric Design Center. Planning (Active Phase): The scope of the planning effort for these projects includes an analysis of the current conditions at the site. Using this information, a detailed alternatives analysis will be performed to determine whether to rehabilitate or replace the equipment controls and wiring at the three projects. A final report will be provided with recommendations and cost estimates for both engineering and design and replacement of the equipment. Work will be completed jointly by the Nashville District (LRN) and the Hydroelectric Design Center (HDC). After a site visit and historical data gathering with HDC, LRN will lead the planning effort. LRN will provide a draft analysis report, with options for recommendation, to LRN for review and comment. A recommended alternative will be selected jointly by HDC and LRN. LRN will respond to HDC comments, who will perform the ATR on the report, and provide a final report for approval. The project manager will provide the Section 212 Program Manager with the alternative recommendation to take to the Hydropower Review Board (HPR) and Long-Term Memorandum of Agreement (LT-MOA) customers for approval prior to initiating the engineering and design phase. This phase is funded under the LT-MOA, Sub-Agreement (SA) #5. Engineering and Design (Future Phase): Engineering and Design funding for the WOL-CEN-DAL Headworks Intake Lifting Equipment is including in Sub-Agreement #5. In order to proceed with this phase, funds will need to be collected under SA #5 and approval to move forward received from the Project Review Committee (PRC). Plans and specifications will be developed for replacement of all machinery. All of the headgate equipment is extremely antiquated and beyond its service life. Additionally, many of the design standards have changed dramatically since these machines were designed and constructed. Numerous maintenance issues exist. As part of the Hydro 212 program, this machinery and equipment is to be replaced. It is expected that this work will be completed by LRN, HDC will provide reviews. Acquisition (Future Phase): Acquisition funding for the WOL-CEN-DAL Headworks Intake Lifting Equipment is including in Sub-Agreement #5. In order to proceed with this phase, funds will need to be collected under SA #5 and approval to move forward received from the PRC. Equipment identified in the Planning Phase and detailed in the Engineering and Design Phase will be acquired and installed. Informal acquisition plan selects large supply with incidental construction or installation as the implementation method for the project. The scope of this phase will not be developed in complete detail until the Engineering and Design Phase is complete. 1.3 Project Requirements Statement The intention for this project is to evaluate and develop designs for improvements to the lifting equipment for headworks at Wolf Creek, Center Hill, and Dale Hollow that will improve reliability of the system and provide a life extension for this component. With funding provided through the L-T MOA of the Section 212 Program, the hydropower preference customers are ultimately concerned with the availability of the hydropower generating units. This must be considered when determining what work will be done on the equipment and when the work will be done. 1.4 Scope Management Plan The initial phase of this project, which includes a detailed site inspection of the Power Plants by both LRN and the HDC, is necessary to better understand the existing system and its issues. If significant changes to the scope of work, schedule or budget are necessitated by project conditions, the PM shall report this change to the Hydropower Program Review board (HPR) with a recommendation for action. If the recommended action is approved by the HPR, the Program Manager (PgM) will prepare information for the customers to facilitate consideration of the recommendation, and allow the customers to vote on the proposition. Proposed changes to the scope, schedule or budget of the project shall be brought to the attention of the HPR at the earliest available HPR meeting, and to the PgM prior to the HPR meeting. Changes to scope of work or budget shall not be implemented without proper authorization. The PM and PDT shall be responsible for scope verification at the completion of the planning, engineering and design, and acquisition stages. *Please note that this description is subject to change. The anticipated NAICS code is 237990, Other Heavy and Civil Engineering Construction, with a small business size standard of $36.5 million.
