Description
The National Institute of Standards & Technology (NIST) seeks information from vendors that are capable of providing Conversion Services (paper to digital) for both temporary and permanent (archival) federal records located at the Gaithersburg, MD campus. The purpose of this notice is to identify organizations capable of providing these services. This announcement is not a Request for Proposals or Quotes (RFP/RFQ) and does not commit the Government to award a contract now or in the future. The information contained in this notice is DRAFT only and as such, is subject to change prior to issuance of a solicitation. No solicitation is available at this time. After results of this market research are obtained and analyzed, NIST may conduct a competitive or non-competitive procurement and subsequently award a contract. If at least two qualified small business sources are identified during this market research stage, this acquisition may be solicited as a small business set aside. NIST is seeking responses from all responsible sources, including large and small businesses (SB, SDB, WOSB, HUB Zone, SDVOSB and VOSB). This requirement is assigned a NAICS code of 518210 (Data Processing, Hosting and Related Services) and it has a small business size standard of $32.5M. NIST may require the following: The Contractor shall provide inventorying, scanning and post-scan quality assurance services for permanent federal records located at the NIST Gaithersburg, MD campus. Records are in the order of 700 000 to 1 000 000 paper documents; we estimate about 85 % of the documents are letter size and in fair condition. We also estimate, that about 70% of the records are single-sided. Documents are indexed in folders or binders and are fastened by staples, paper clips, etc. Documents in binders may be laminated. The Contractor shall perform the following tasks on-site at Gaithersburg Campus, or at the Contractor's site. Interested business organizations that believe they may be capable of meeting NIST's requirements detailed below should respond to this notice with the following: a. Description of the capability to perform the job at their facility and /or the NIST Gaithersburg, MD campus b. Estimated amount of time to complete the job c. Any special requirements or conditions needed for performance d. Any previous experience in performing a job of this scope or magnitude Required Tasks: 1. Document Preparation: All necessary document preparation, including removal of staples, paper clips and binders. 2. Inventory 2a. Create an inventory list of each document present in the records. 2b. Use a controlled vocabulary for description of the Documents and enter pertaining information such as date, number of pages, paper size, etc. of each document. 2c. Use a pre-designated alphanumeric record number for indexing the records inventory, plus ability to provide indexing services for as many metadata items as required by the agency. 2d. Some records may include CD(s) with files; these must be included in the inventory. 2e. Strict quality control measures with up to 100% verification. 3. Scan 3a. Scanning services must meet National Archives and Records Administration (NARA) requirements for permanent electronic records, such as "Guidelines for Digitizing Archival Materials for Electronic Access, For the Following Record Types - Textual, Graphic Illustrations/Artwork/Originals, Maps, Plans, Oversized, Photographs, Aerial Photographs, and Objects/Artifacts". 3b. Scanned records must follow format specified by NARA's "Bulletin 2015-04 Revised Format Guidance for the Transfer of Permanent Electronic Records" and "NARA 2014-04: Appendix A, Revised Format Guidance for the Transfer of Permanent Electronic Records - Tables of File Formats". 3c. Scanning may be required to be single or double sided. Blank pages should be eliminated. 3d. The order of the document in the final digital format must match the same order as the paper. 3e. Optical Character Recognition (OCR), including zonal and full page, intelligent document recognition, and handwritten OCR extraction. 3f. Strict quality control measures with up to 100% verification. 3g. After scanning is completed, documents must be returned to their original folder or binder. 4. Transfer or Upload of Records to a digital repository. 4a. Digital Documents in their final format; including the contents of any CDs present in the records; must be transferred or uploaded to a digital repository using original alphanumeric index used in the paper format. 4b. Strict quality control measures with up to 100% verification.
