- Synopsis: In accordance with Federal Acquisition Regulation (FAR) 52.215-3, "Request for Information or Solicitation for Planning Purposes" this RFI is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of USAMRMC. This RFI is not expected to be a request for proposal (RFP), or an invitation for bid, nor does it restrict the Government to an ultimate acquisition approach. This notice is for information purposes only, and is not to be construed as a commitment by the Government. No evaluation letters and/or results will be issued to the respondents. At this time no solicitation exists; therefore, please do not request a copy of the solicitation. NO PHONE CALLS PLEASE. It is the responsibility of any potential offeror to monitor this site for the release of any solicitation or synopsis. 1. Background: The TCD Program is part of the U.S. Army Surgeon General's overall Traumatic Brain Injury (TBI) Action Plan. It was developed to address the need for timely assessment of cerebral vascular injuries such as vasospasm from TBI. The AMEDD TCD Program uses a comprehensive approach to assessing and monitoring cerebral vascular activities utilizing a central laboratory for oversight and management of this important medical capability. This program, managed by the Telemedicine and Advanced Technology Research Center (TATRC), has implemented an enhanced level of support for clinicians by providing rapid response to TBI through Trans cranial ultrasound testing and interpretation. It has served as a vital component of the Neuro-Critical Care Service for the Walter Reed National Military Medical Center (WRNMMC), as well as Brooke Army Medical Center (BAMC) and Wilford Hall Medical Center - herein referred to as San Antonio Military Medical Centers (SAMMC), representing a tri-service approach and providing a capability to areas that previously did not exist. 2. Objectives and Purposes: The USAISR is seeking information on technology solutions for implementation of trans cranial doppler ultrasound testing, interpretation and data analyses on subjects involved in sporting events for an approved human clinical trial protocol. 3. Submission Requirements: Interested firms are encouraged to submit a white paper (statement of capabilities) in response to this RFI even if a product does not meet all the requirements at this time. Submission should address: 3.1. A description of the technology (e.g., composition or material, size specifications, duration of use, application and removal methods, with device in place, compatibility with typical conducting of trans cranial doppler ultrasound testing. 3.2. Indications for use applicable to test traumatic brain injuries using trans cranial doppler ultrasound equipment and interpretation findings in written reports. 3.3. Current status of regulatory clearance, license or approval for sale in U.S. or foreign markets, including relevant products with other indications for use; 3.4. Estimated timeline for technology development and deployment/product launch, if any; 3.5. A description of any other product features in addition to primary role for trans cranial doppler ultrasound testing and interpretation services. 3.6. Information on manufacturing capability (e.g., production capacity, use of contract manufacturers, Quality System Regulation/current Good Manufacturing Practice capability, if any). 4. Response Due Date: Interested parties should submit the RFI response electronically by 3:00 pm (EST) 3 January 2017 via e-mail to Michael Ursone at michael.a.ursone.civ@mail.mil. 5. Instructions to Responders: Interested firms should submit a 1-3 page white paper for each appropriate product (with additional sheets for diagrams as necessary) describing current or planned development efforts for Mild Traumatic Brain Injury trans cranial doppler ultrasound testing and interpretation as described in section 9. The white paper should include the RFI number, company name and address, and name of a point of contact with their phone number and email address. The subject header of the email for the RFI response shall be: USAMRMC/ USAISR TRANS CRANIAL DOPPLER SERVICES FOR TRAUMATIC BRAIN INJURY RESEARCH. All information regarding capabilities statements or any other proprietary information relative to this RFI shall be marked appropriately. 6. Disclaimer: This RFI is issued solely for information/planning purposes only, and does not constitute a solicitation. Neither unsolicited proposals, nor any other offers will be considered in response to this RFI. Responses to this notice are not considered offers, and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future RFP will not be entertained.
