Description

This is not a solicitation announcement. This is a Sources Sought publication only. The purpose of this Request for Information (RFI) is solely for information and planning purposes and does not constitute a solicitation. Please do not submit a proposal in response to this RFI. This notice is to assist the VA in the determination of sources only. A solicitation is not currently available. Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. The Department of Veterans Affairs (VA), Central Iowa Health Care System Des Moines, Iowa VA Health Care System, is seeking potential locums contractor to provide 1.0 Full Time Equivalent (FTE) Board Certified or Board Eligible Psychiatrist on site in accordance with the specifications contained herein to beneficiaries of the Department of Veterans Affairs (VA) and the Central Iowa VAHCS. The Central Iowa VA is looking for responses from contractors regarding their capability to provide 1.0 FTE Psychiatrist Services. 1.0 FTE is defined as 40 hours per week; 2080 hours per year. Work schedule would be Monday Friday 0800-1630 Services to be provided include: Clinical Personnel Required: The Contractor shall provide contract psychiatrist who is competent and is adequately trained to perform assigned duties: Psychiatrist will see patients as scheduled for the Des Moines VA. Treatment for Veterans with general, moderate, to severe psychiatric disorders. Must be skilled in Psychopharmacology. Must be able to provide a comprehensive clinical summary/psychiatric summary and document patient care in the patient chart. It is anticipated that the contractor s main duty would be to the MH outpatient clinic, which could include seeing patients face to face in the Des Moines clinic or tele-mental health to our CBOCs (Community Based Outpatient Clinics). (Tele-mental health is when provider is at the Des Moines site and uses a television or pictel unit to provide mental health services to a client sitting at another site). Contractor may be called upon to do medical consults at the patient bedside at the main hospital. Contractor may have to see unscheduled patients or walk ins when needed. Contractor may have to do commitment reports for the court if needed. Note that psychiatrist would not be expected to cover all areas at the same time. Outpatient Mental Health Clinic or tele-mental health estimated 6-13 patients per day. Community Living Center (CLC/Nursing Home -estimated patients seen per day varies with census. On average 6-10 per day. Acute Psychiatry Unit 10 bed locked unit varies with census. Patients must be seen once per day. Average admission per day can be estimated around 0-3 or 4 per week. Domiciliary (Dom) Estimated patients per day is variable with census. On average 6-13 per day. Medical Consults as needed at the patient bedside on the Medical Floors, thus candidate must be able to go to the patient bedside at the main hospital if needed. Additional Information: The VA seeks to gain knowledge of potential qualified sources and their size classification (HUBZone, 8(a), small, small disadvantaged or service disabled veteran owned small business) relative to NAICS Code 621111, Offices of Physicians (except Mental Health Specialists); size standard of $11 Million. Responses to this Sources Sought will be used by the Government to make appropriate acquisition decisions and developing a potential procurement strategy. After review of responses to this sources sought synopsis, a solicitation announcement may be published in the FedBizOpps website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond directly to any corresponding solicitation by submitting a proposal.
