N40085-17-R-8300 Modification to Synopsis 1. Responses to pre-proposal inquiries Pre proposal inquiries 1. QUESTION - We noticed yesterday that these solicitations were amended to change the NAICS Code from 541310 “ Architectural Services to 541330 “ Engineering Services. We want to understand the reasons for the change and need to know if this would eliminate architectural firms from submitting as prime for these contracts. Since they are Architectural in nature, it seems odd that this would be the case. RERSPONSE - The change does not affect your ability to submit as prime. Since this is an unrestricted solicitation (i.e. not set aside for small business), the NAICS code allows you to appropriately represent your firm as small or large. In this case the 541330 size standard is $15 million. Therefore, if your annual average gross revenue over the last 3 fiscal years is $15 million or less, you are considered a small business. Conversely, if greater than $15 M, you would be considered large business and if selected as the successful offeror, you would be required to comply with FAR Clause 52.219-9 Small Business Subcontracting Plan. 2. QUESTION - Is there a specific due date time for the proposals to be received on January 18th, 2017? RESPONSE “ Proposals are due by 2:00 p.m. (Eastern time). 3. QUESTION Is it acceptable to send two separate packages via two different commercial courier systems in case one of the courier services were to fail delivery since hand delivery is not acceptable? RESPONSE “ This is acceptable. 4. QUESTION - Does the design completion date of a project shown on resumes in Section E also need to be design complete by the time of issuance of the RFP? RESPONSE - No 5. QUESTION If an Org Chart is provided on an 11x17 page, does that sheet count as 1 page or two pages? RESPONSE “ One page 6. QUESTION Please elaborate on what it means to include introductions for Sections E and F? Are you requesting that qualifications/summary pages of information be provided prior to each of these sections? RESPONSE “ UNDER THE SECTION TITLED śSUBMISSION REQUIREMENTS ť page 3 - DELETE the following sentence “ śIntroductions shall be included in Sections E and F ť.
