This acquisition is being procured in accordance with the Selection of Architects and Engineers statute (also known as the Brooks Act) as implemented per the Federal Acquisition Regulation (FAR) Sub Part 36.6, Sub Part 236.6 of the Defense Acquisition Regulations Supplement (DFARS) and Sub Part 5136.6 of the Army Acquisition Regulation Supplement (AFARS); the USACE Acquisition Instructions (UAI); and Engineering Pamphlet (EP) 715-1-7 Architect-Engineer Contracting in USACE. These IDCs are intended to be solicited, evaluated and awarded applying the requirements and procedures identified in the 40 United States Code (U.S.C) Chapter 11, Public Law 92-582, Selection of Architects and Engineers, the Federal Acquisition Regulation (FAR) Sub-Part 36.6, 10 U.S. Code 2855, Law Applicable to Contracts for Architectural and Engineering Services and Construction Design, Engineering Pamphlet (EP) 715-1-7, Architect Engineer Contracting in USACE, DFARS 219.502-1(2), and DFARS 219.502-2(a)(iii). It is anticipated that one A-E synopsis will be issued for this requirement. In accordance with FAR 19.502-3, the Contracting Officer plans to set-aside a minimum of three IDCs for small businesses. A target of six A-E IDCs, with a shared capacity of $100M, is contemplated for award; however, the Government reserves the right to award more or no contract at all. This strategy is intended to satisfy the requirements of DFARS 219.502-1(2) and DFARS 219.502-2(a)(iii). The resultant contracts will have a 24-month base ordering period and three 12- month optional ordering periods. The evaluation board will conduct initial evaluations of qualifications for two separate groups: large businesses and small businesses. All firms will be evaluated against the same primary and secondary selection criteria; however, the Small Business Firms will be ranked separately from the Large Business Firms. All members of the selection board must personally evaluate the SF 330's of all of the highly qualified firms. The firms that demonstrate higher aggregate qualifications relevant to the primary selection criteria are considered to be the most highly qualified firms within each group. Sufficient firms must be recommended to ensure that at least two most highly qualified firms within each group remain "in reserve" when negotiations commence on the final contracts. If two or more firms are technically equal, the secondary criteria will be used as "tie-breakers" and the final ranking of firms will be decided after interviews are conducted. After the initial evaluation of qualifications has taken place to determine the most highly qualified firms for each group, a Request for Price Proposal (RFPP) will be issued to the highest rated firms in each group. Negotiations, as necessary, will take place and if negotiations are not successful with any of the highest rated firms, negotiations will be conducted with the next most highly qualified firm(s), and so on. Task orders will be awarded detailing technical requirements, deliverables, and schedules. The A-E contractor(s) shall, upon task order award, perform services to meet the requirements of the order as well as comply with all applicable Status of Forces Agreements (SOFA), Federal, State and Local laws, regulations, agreements, Memorandums of Understanding (MOU) and Memorandums of Agreement (MOA) and policies. IAW the Service Contract Labor Standards (previously known as the Service Contract Act of 1965) as defined in the FAR 37.101, this will be a service acquisition. A-E acquisitions however are not commercial services in nature and thus will not be procured using FAR Part 12, Acquisition of Commercial Items. The North American Industry Classification System (NAICS) code for this acquisition is 541310, Architectural Services. In accordance with FAR 52.236-23, Responsibility of the Architect-Engineer Firm, the A-E Firm shall be responsible for the professional quality, technical accuracy, and the coordination of all designs, drawings, specifications, and other services furnished by the Firm under the contract. The Firm shall, without additional compensation, correct or revise any errors or deficiencies in its design, drawings, specifications, and other services. In accordance with DFARS clause 252.236-7009, Option for Supervision and Inspection Services, the Firm may perform any part or all of the supervision and inspection services for the construction contracts resulting from the A-E services, however, the A-E firm will not be responsible for the direct performance of the construction itself. In accordance with FAR 36.209, the A-E Firm and its subcontractors, suppliers, and consultants selected for award will not be considered eligible for DoD construction/design-build contracts that relate to any A-E TOs awarded under this contract. Potential Organizational Conflicts of Interest (OCIs) are also government by FAR Sub Part 9.5. 2.0 PROJECT INFORMATION 2.1 Description of Work The overall P&P support actions include real property master planning, facility quantitative and alternative requirements analysis, economic analysis, Installation Geospatial Information Services (IGI&S), handling data in enterprise systems of record and sustainment management systems, production of facility management support documentation, facility utilization studies, area development planning, graphic renderings, utility/infrastructure capacity analysis, sustainability and energy studies, and project programming documents of military installations and military sites. The purpose of this contract is to support a wide variety of master planning, asset management, requirements analysis, infrastructure studies, and programming documents for military installations, facilities, land, utilities, and related issues associated with internal "fence to fence" and external "military to civilian community" study efforts. This contract will support the functions covering identification of requirements, master planning, project programming, and technical actions supporting facilities management in accordance with all applicable Status of Forces Agreements (SOFA), Federal, State and Local laws, regulations, guidance, agreements, Memorandums of Understanding (MOU) and Memorandums of Agreement (MOA) and policies. The effort includes, but is not limited to, planning and planning-related studies related to installation and site facilities, and related items such as construction and renovation programming documents, installation environmental documents, installation mapping and geographic information systems geospatial development and analysis, and utility/infrastructure support studies. These A-E services will support the Department of Defense (DoD) and other government agencies. Energy and Sustainability Applications. Typically facility plans are prepared to achieve, as a minimum, a silver rating using Leadership in Energy and Environmental Design (LEED) certification in accordance with ECB No. 2011-1 High Performance Energy and Sustainability Policy. Periodically it is also necessary to (1) prepare an environmental assessment or prepare a supplement to comply with the requirements of the National Environmental Policy Act (NEPA) and Army Regulation (AR) 200-2; (2) Perform Value Engineering studies of facility designs developed by the A-E that have a construction working estimate of $2M or more; (3) prepare statements of work and request for proposal package for solicitation of design build projects, and/or (4) perform part or all of the supervision and inspection in accordance with FAR Part 16.505(a)(8)(ii) and DFARS clause 252.236-7009, Option for Supervision and Inspection Services. As defined by the Selection of Architects and Engineers statue, the needed services described above are professional services of an architectural or engineering nature and require: (1) Performance by a licensed, registered or certified individual; (2) Performance by a firm associated with research, planning, development, design, construction, alteration, or repair of real property; and (3) Performance by other members of the architectural and engineering professions (and individuals in their employ) who may logically or justifiably perform, including studies, investigations, surveying and mapping, tests, evaluations, consultations, comprehensive planning, program management, conceptual designs, plans and specifications, value engineering, constructions phase services, soils engineering, drawing reviews, preparation of operation and maintenance manuals and other related services. 2.2 Applicable Documents See Attachment 6, Scope of Work (SOW), for all applicable documents. 2.3 Location of Work Services will be performed for requirements in the Contiguous United States, Alaska, Hawaii, U.S. Territories and Possessions, and Outside the Contiguous United States in Germany, Italy, the Republic of Korea, and Afghanistan. Performance may be required for other countries or U.S. Territories not currently listed. The requirements for performing work in other countries not already listed may be added at the task order level as the need arises. 3.0 SELECTION CRITERIA The selection criteria for the basic IDC contract(s) are listed below. The primary selection criteria for this acquisition are listed below in descending order of importance. Criteria (1) through (5) are primary. Criteria (6) and (7) are secondary and will only be used as a "tie-breaker" among firms that are technically equal. Price will not be used as a criterion. 3.1 Primary Selection Criteria 3.1.1 Specialized Corporate Experience and Technical Competence (Criteria 1): Specialized experience and technical competence in which the primary purpose is to provide design and technical support at Department of Defense (DoD) facilities for the real property planning, programming and management support. The prime A-E firm and key subcontractors (i.e. any subcontractor expected to perform 10% or more of the requirements) should have experience working together. If a prime A-E firm is using a key subcontractor's experience to qualify, the prime A-E firm shall submit letters of commitment (sample letters attached to this announcement) from those subcontractors and any key personnel employed by those subcontractors. Firms shall provide a maximum of six (6) relevant and recent projects performed by either the prime A-E firm or a key subcontractor demonstrating their experience in performing the requirements identified in the sub criteria. At least one (1) project must address sub criterion (a), 1 project must address sub criterion (b), 1 project must address sub criterion (c), and 1 project must address sub criterion (d) separately; and remaining projects may address any criterion in any combination the firm seeks to emphasize. The agency will review only the maximum allowable projects in their order of submission; any projects thereafter will be disregarded. The A-E firm shall not submit a base contract (IDC/IDIQ, etc.) or multiple task orders as a project. Individual task orders from an IDC can be submitted as separate projects. Projects will only be considered from the prime, key subcontractor, or from subordinate, parent, or affiliated entities of the prime A-E firm that will be used for this proposed IDC and/or that share management with the prime A-E firm. The prime A-E firm must address which portions of the submitted example projects were completed by each participant. Relevant experience is defined as similar in size, scope and complexity to the services identified herein. Recent experience is defined as a project completed within the last three (3) years from the date of this announcement. (a) Specialized experience in MILCON programming policies and procedures that includes the preparation of one or more of the following: all tabs in support of the Department of Defense Form (DD Form) 1391; facility and mission requirements analysis; facilitation of planning charrettes, economic analysis and, parametric and programmatic cost estimates. (b) Specialized experience in comprehensive asset management master planning services to include the preparation of one or more of the following: installation Real Property Master Plans (RPMP), vision plans, area development plans, installation planning standards, capital improvement plans, infrastructure capacity analysis, facility utilization surveys, sustainability planning, resiliency planning, energy studies which includes energy load calculation modeling, analysis and recommendations to comply with DoD energy guidelines for sustainable and renewable energy sources, Integrated Cultural Resource Management Plans (ICRMP), Integrated Natural Resources Management Plans (INRMP), Installation Compatibility Use Zone (ICUZ) Studies, Airfield Installation Compatibility Use Zone (AICUZ) Studies, Business Case Analysis, Program Business Process Reviews and the preparation of programmatic environmental studies. Greater consideration will be given to firms that demonstrate specialized experience in preparing installation RPMPs. (c) Specialized experience in collecting, creating, entering, editing, maintaining and auditing data attributes in Department of Defense, US Army enterprise systems of record, and USACE Sustainment Management System (SMS) applications in support of a comprehensive asset management program that includes one or more of the following: Real Estate Management Information Systems (REMIS); Range Facility Management Support Systems (RFMSS), General Fund Enterprise Business System (GFEBS), Headquarters Installation Information System (HQIIS), Army Stationing and Installation Plan (ASIP), Installation Status Report (ISR), Real Property Planning and Analysis System (RPLANS), Army Energy and Water Reporting Systems (AEWRS), Defense Medical Logistics Standard Support (DMLSS), Force Management System Web Site (FMSWeb), Building Information Modeling (BIM), Proactive Real-property Interactive Space Management Systems (PRISMS), BUILDER, PAVER, RAILER and, ROOFER. Greater consideration will be given to firms that demonstrate specialized experience with BUILDER, GFEBS and, RPLANS. (d) Specialized experience in collecting, creating, entering, editing, maintaining and auditing data attributes to support Installation Geospatial Information and Services (IGI&S) systems in support of a comprehensive asset management program that includes one or more of the following: the ability to develop and maintain consistent, accurate, and easily accessible spatial data; perform modeling and analysis; conduct Global Positioning Systems (GPS) field data collection, validation, and verification; perform Computer Aided Design and Drafting (CADD) conversion and data migration; and generate cartographically correct maps. The Contractor shall ensure all spatial data complies with the USACE Architectural/Engineering/Construction CADD and Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) Geographic Information System (GIS) standards and all applicable Quality Assurance Plans (QAPs) and provide Federal Geographic Data Committee (FGDC) compliant metadata. Greater consideration will be given to firms that demonstrate specialized experience with BIM and PRISMS. (e) Quality Control: Provide a quality control management approach tailored to this procurement. The A-E shall define the system that will be in place at the time of contract award to assure quality is maintained and provide a comprehensive description of how the quality control process will be executed, including names and designations of the primary professionals, who will be responsible for independent quality review (apart from key personnel team members). 3.1.2 Professional Qualifications (Criteria 2): The submitting A-E firm shall provide a Certificate of Authorization (or equivalent) to demonstrate that the prime A-E firm is permitted by law to practice the professions of architecture and/or engineering work in at least one state, territory, or jurisdiction of the United States as required by FAR 36.601-4(b). The A-E firm shall submit resumes for key personnel to include principal of the firm, project manager(s), lead cost estimator, lead urban planner, lead economist, lead architect, landscape architect, land surveyor, and lead engineers in the disciplines of civil, electrical, mechanical, structural, environmental, and geotechnical. Any key personnel who are not currently employed by the prime must provide a signed letter of commitment (sample attached to this announcement) that accompanies their resume. The offeror must identify any key personnel that will perform dual responsibilities. The Government will consider the qualifications of key personnel based on their education, credentials/registration, and experience related to assigned responsibilities, training and longevity with the employing firm. There is no requirement for Project Managers to be licensed. Lead architect(s) and engineers and the land surveyor must be registered in at least one state, territory or jurisdiction of the United States. Resumes for each of the above key personnel must identify their qualifications that are relevant to the satisfactory performance of the services required herein. The prime A-E firm shall have a registered Professional Engineer (PE) or registered Architect on staff. 3.1.3 Past Performance (Criteria 3): Past performance of the prime A-E firm and any key subcontractor(s) shall be provided on all projects submitted under 3.1.1, Specialized Corporate Experience and Technical Competence Criteria. The prime A-E firm shall provide a reference using the Past Performance Questionnaire (PPQ) (attached to this announcement). The prime AE firm is responsible for forwarding the PPQ to each past performance reference submitted under this synopsis. The submitting A-E firm should complete Blocks 1-4 of the PPQ and the client/customer should complete Blocks 5-8 and the evaluation survey. The client/customer should return the PPQ to the firm to be submitted with the SF330 or send, via email, the PPQ directly to the Government point of contact identified in this synopsis. The Past Performance Information Retrieval System (PPIRS) may be queried for all prime, Joint Venture (JV) and key subcontractors. In addition to the above, the Government may review any other sources of information for evaluating past performance. In the event that adverse past performance information is obtained outside the PPIRS query and the A-E firm did not have the opportunity to respond, the A-E firm will have the opportunity to comment if the firm is in the slate of firms selected for discussions IAW FAR 36.602-3(c) or if adverse past performance is the determining reason why the firm is not in the slate of the most highly qualified firms. 3.1.4 Capacity (Criteria 4): Demonstrate capacity, an effective organization structure, and project team to accomplish up to an estimated three (3) TOs simultaneously with a minimum value of $500,000 per task order in a 12 month period of time. Specifically, firms should describe its experience with similar size projects and the available capacity of key disciplines required to perform 3 TOs simultaneously; and the firm's approach to rapidly ramping up/down as work load increases/decreases. The A-E firm shall disclose the full potential value of each current IDC that the firm has with the Government. 3.1.5 Knowledge of Locality (Criteria 5): Demonstrate capability to perform work throughout the Contiguous United States, Alaska, Hawaii, U.S. Territories and Possessions, and in countries Outside the Contiguous United States, specifically Germany, Italy, the Republic of Korea, and Afghanistan. Firms should demonstrate their capability to perform work in multiple geographic locations. Greater consideration will be given to the A-E firms who demonstrate the capability to perform work in diverse locations rather than only having experience in one geographic area. 3.2 Secondary Selection Criteria 3.2.1 Small Business (SB) and Small Disadvantaged Business (SDB) Participation (Criteria 6): Provide a plan describing the extent of participation of small businesses in the proposed contract team, measured as a percentage of the total estimated effort. All firms shall complete and submit the Small Business Participation Plan (SBPP) attached to this announcement. The small business participation targets for this acquisition are listed below. The prime A-E firm will receive no strengths or weaknesses for the HBCU/MI programs. 3.2.2 Volume of DoD Contract Awards (Criteria 7): List volume of work awarded by DoD during the previous 12 months, with the objective of effecting an equitable distribution of DoD A-E contracts among qualified firms, including small businesses and small disadvantaged businesses. 4.0 SUBMISSION REQUIREMENTS The prime A-E firm must be registered in the System for Award Management (SAM) to be eligible for award. Prime A-E firms may register via the SAM internet site at http://www.sam.gov. SF-330 submissions will be received until 1400 (2:00 PM) Central Time, 9 January 2017. IAW FAR 15.208(a) and 15.208(b), Submissions, Modification, Revision, and Withdrawal of Proposals - Offerors are responsible for submitting proposals, and any revisions, and modifications, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. Any proposal, modification, or revision, that is received at the designated Government office after the exact time specified for receipt of proposals is "late" and will not be considered. Interested firms, serving as the prime A-E firm, having the capabilities to perform the work described above must submit five (5) hard copies and one (1) PDF copy on a compact disk (CD) of the SF 330 Part I and SF 330 Part II to the Contract Specialist as follows: US Army Engineering and Support Center, CEHNC-CT-Pre-Award ATTN: Ms. Felicia Culbertson 4820 University Square Huntsville AL 35816-1822. All hard copy submissions shall be identical in content. The SF 330 Part I shall not exceed sixty (60) pages (8.5" x 11"). Each side of a sheet of paper is considered one page. All pages shall be 8.5" x 11"; however, the organizational structure in Section D of the SF330 may be a larger sheet folded into an 8.5" x 11" page. The hard copy submittal is to use no smaller than 12 font type. However, firms may use no smaller than 10 point font on organizational charts, graphs, tables and matrices. Charts, graphs, etc., may have only that amount of text to explain the item and shall not contain excessive text that circumvents the page and font limits. Pages that violate these limits will be removed from the submittal and will not be evaluated. Cover letters, table of contents, letters of commitments, section tabs, abbreviation/acronym pages, the Small Business Participation Plan, back cover pages, the Certificate of Authorization, PPQs, and Part II of the SF 330 will not be counted in the sixty (60) page limit. Include the prime A-E firm's DUNS number in the SF 330, Part I, Section H. In Section H, indicate the estimated percentage of involvement of each firm (prime, key subcontractors, and other subcontractors) on the proposed team. Facsimile transmissions will not be accepted. Any JV partnership must submit a signed and dated joint venture agreement as a part of the submittal. The JV agreement will not be included in the page count and shall be provided as an attachment. This is not a request for proposal. Award is anticipated to be made in the 4th Quarter of Fiscal Year 2017 or later.
