- DRAFT PWS The U.S. Army Corps of Engineers (USACE) intends to award a sole source fixed-price purchase order to Informa Economics Inc. for the compilation and analysis of operating cost data for shallow-draft and/or inland vessels which primarily serve the nation's tributary and inland waterway system. This data is used to develop a set of generalized or aggregate vessel operating cost (VOC) estimates for an array of inland and shallow draft barge and tug units by general type, physical size, and capacity. The primary emphasis under this contract will involve the compilation of vessel operating costs according to general cargo hull type and size classes typically of concern to USACE analysts when undertaking shallow-draft/inland navigation project evaluations. Integral to the estimation of vessel operating costs will be the creation of an algorithm or spreadsheet "lookup table" to support use and limited adjustment of estimates and estimation of bunkerage costs. It will be required that bunkerage consumption and costs be investigated and estimated for relevant classes of towboat or push unit and typical corresponding tow configurations.. No competition is being sought. The identified contractor, Informa Economics, Inc. (Informa) is an international firm that specializes in analysis of agricultural production, commodity forecast, trade and policy issues. As a result of past acquisitions combined with the improved level of detail for analysis and evaluation, Informa has, to our present knowledge, become the primary and arguably the most authoritative source for the compilation of shallow draft vessel operating costs needed by the Corps for the evaluation of waterborne navigation studies. The Period of Performance is 200 Days after contract award. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2 Synopses of Proposed Contract Actions. A solicitation will not be posted.However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
