Description
Request for Information This is a Request for Information (RFI) only. This is not a solicitation announcement. No contract will be awarded as a result of this announcement, and no reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up requests. This announcement does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. This announcement shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Federal Emergency Management Agency (FEMA) in developing its acquisition approach, statement of work/statement of objectives and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The purpose of this RFI is for market research. FEMA is seeking to identify contractors that may possess the capabilities to support the Individual Assistance Directorate, Recovery Division by providing damage assessments/inspections for Presidential Declared Disaster Declarations. These assessment/inspections are conducted on a house-by-house basis for disaster survivors that have registered for disaster assistance. The assessor/inspectors record both real and personal property impacted by the incident. The results of all assessments/inspections are returned to FEMA electronically. The geographic locations and quantity of inspections will vary based on the incident type and number of registrations for disaster assistance. Depending on the severity of the incident, the volume of inspections can vary from 10 to 20,000 per day. Firms are expected to maintain scalable resources to receive and complete the number of inspections that vary with each disaster. This market research aims to identify firms capable of performing housing inspection services and their respective production capability. Additionally, information is being sought regarding a firm’s staffing approach. More specifically, a firm’s demonstrated capability to retain field personnel and meet a range of staffing demands; while completing all assigned inspections within ridged quality and delivery standards. Geographic Information Systems – (GIS) Technology Damage Assessment Inspections – In addition to traditional “boots on the ground” approach to complete inspections, FEMA is seeking capabilities using GIS technology to compliment the inspection process. Using aerial imagery, we are seeking industry capability to assess and report levels of damage at the individual dwelling level and report results to FEMA to accomplish the inspection process. This potential requirement is for damage assessment/inspections services for an anticipated period of one year plus 4 option years. The applicable NAICS code is 541350. The place of performance will vary based on the incident; however, the coverage area will include the United States and its territories. It is expected that capable sources would have both the expertise and experience in the damage assessment/inspection profession. FEMA is seeking sources with demonstrated capabilities in all of the following areas: (1) Damage Inspection/Assessment Management; (2) Recruitment and Hiring; (3) Staff Retention; (4) Training; (5) Damage Assessment/Inspection Expertise; (6) Field and Operational Coordination; (7) Quality control. The results of this RFI will help FEMA determine how it will satisfy this requirement. Interested parties may submit a brief capability statement, no more than five (5) pages, demonstrating how they are capable of meeting this requirement. Capability statements should respond to all items requested in this notice. The capability statement should include the following: (1) Name of business; (2) Contact information (address, telephone, facsimile, e-mail, website address); (3) DUNS number, business size and classification; (4) GSA contract number and period of performance (if vendor has a GSA contract that fulfills this requirement); (5) Brief discussion of organizational capabilities (please address each of the aforementioned interest areas, specifying whether the capability is in-house, outsourced or nonexistent); (6) Discussion of any innovative approaches; (7) Discussion of any potentially significant organizational conflicts of interest; (8) Any comments or concerns regarding the subject procurement. Businesses shall submit electronic copies of their respective capability statements to Christopher Jenson at christopher.jenson@fema.dhs.gov no later than 1200 EST on January 6, 2017. Please be advised that an industry day is planned for this requirement. The industry day is tentatively scheduled for January 18, 2017 in the Winchester Virginia area. Please check this posting regularly, as further information regarding this event will be posted via an amendment to this RFI. Please note, feedback will not be provided to any firm regarding their individual capability statements.
