The scope of work shall be generally consist of but not limited to the following; providing all labor, materials, tools, equipment, permits, testing, and reports required to replace windows in buildings 1 and 17 at the Lebanon VA Medical Center., A Firm-Fixed Price Construction award that will be the Best Value to the Government. Contractor shall furnish all necessary disciplines for the, site preparation to install the new windows.   Work will be performed in a functioning hospital environment, which will remain operational during the project duration. This requirement is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses. This procurement is subject to the availability of funds. The Request for Proposal shall set forth the requirements for responding to the solicitation as well as all evaluation factors. The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with Federal Acquisition Regulations (FAR) Parts 36.3 and 15 and will be evaluated in accordance with the evaluation factors therein. Solicitation documents, including technical specifications and project drawings, will be available electronically on or about December 22, 2016, at the following website: www.fbo.gov. Offerors will search for solicitation VA244-17-R-0201 to access solicitation documents and any Amendments. INTERESTED PARTIES ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF ACTIONS INCLUDING POSTING OF THE SOLICITATION AND ANY AMENDMENTS. HOWEVER, OFFERORS ARE ADVISED TO CHECK THE SIGHT FREQUENTLY AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS. The NAICS Code for this project is 236220 Commercial and Institutional Building Construction. Project Magnitude: Between $1,000,000 and $2,000,000. Contract Completion Time will be Two Hundred Seventy (270) calendar days. A one hundred-twenty day bid acceptance period will be required. Payment and Performance bonds will be required. A pre-proposal conference will be announced in the solicitation and will be held at the Lebanon VA Medical Center. This pre-proposal conference is not mandatory; however, all potential Offerors are strongly encouraged to attend. This will be the only site visit held. There will be no response to any other request for site visits. By Submitting an offer the contractor acknowledges that it has taken steps reasonably necessary to ascertain the nature and location of the work, and that it has investigated and satisfied itself as to the general and local conditions which can affect the work or its cost; any failure of the Contractor to take the actions described and acknowledged in this paragraph will not relieve the Contractor from the responsibility for estimating properly the difficulty and cost to successfully perform the work, or for proceeding to successfully perform the work without additional expense to the Government. The Contractor is responsible for the correct classification of workers. The work shall include but not limited to all procurement, construction, and commissioning, training, performance testing and construction management services. Electronic or phone requests will not be accepted, nor will electronic proposals unless deemed otherwise by VA personnel. Offerors are advised that it is your responsibility to review and monitor the www.fbo.gov website frequently to ensure you have the most up to date information, including amendments. All correspondence in reference to this the solicitation contents or general questions shall be submitted by e-mail to Michael.Shull@va.gov, the subject line of the e-mail shall contain the solicitation number and the project number. All potential contractors must be registered in https://www.sam.gov/portal/public/SAM/ to do business with the Government. Offerors shall have submitted their yearly VETS VA-4212 report at the time of award. Ensure your registration is correct, current and has not expired. All prospective contractors must be registered in VetBiz at www.vip.vetbiz.gov, IAW VAAR 819.7003(b)(1) at the time proposals are submitted to be considered for award. A financial responsibility determination will be conducted utilizing the Experian website https://ss1.experian.com/businessiq/login.html. End of Document
