- <img class="s3" style="width: 444px; height: 60px;" src="x-apple-ql-id://FFC20A38-5D22-4BA4-AAA8-C422D2590CC0/x-apple-ql-magic/7366182A-85EE-4F29-845B-48507F49C300.jpg" alt="" /> PRESOLICITATION NOTICE The United States Agency for International Development (USAID) Kenya and East Africa intends to issue a Request for Proposal (RFP) entitled “HIV Service Delivery Support Activity (HSDSA) ”. The overall goal of this activity is to increase access and coverage for HIV prevention, care and treatment services towards achieving the “90-90-90” targets. The following objectives of the activity are: ​ 1. Increased availability and use of combination prevention services; 2. Increased uptake of targeted HIV testing services; 3. Improved linkage to treatment for individuals newly testing positive for HIV; 4. Increased uptake of and adherence to quality HIV treatment services; 5. Long-term follow up of patients receiving care and treatment services including laboratory and logistics support; and 6. Strengthened institutional accountability for the management of community, facility and county HIV response. USAID intends to award five separate Performance-based Cost-Plus-Fixed Fee (CPFF) completion type contracts for an anticipated five year performance-based period. The procurement of four (4) separate contracts will be conducted through full and open competition, under which any type of organization (large or small commercial [for profit] firms, educational institutions, and nonprofit organizations) is eligible to compete, while the procurement of one (1) contract will be set-aside for award to a U.S. small business concerns. The maximum overall estimated cost of this procurement is $ 306,000,000. Each contract will serve a cluster of counties and objectives as detailed below: Full and Open Competition: Service delivery (Objectives 1-6): Cluster1 ( Homa Bay, Kisumu, Migori, Kisii, Nyamira ) Cluster 2 ( Baringo, Kajiado, Laikipia, Narok, Nakuru, Samburu, Turkana) Cluster 3 (Embu, Kiambu, Kirinyaga, Meru, Murang’a, Nyandarua, Nyeri, Tharaka Nithi ) Full and Open Competition: Service delivery (Objectives 1-5): Cluster 4 ( Busia, Kakamega, Vihiga ) Restricted to U.S. Small Business: Service Delivery (Objective 6): Cluster 5 ( Busia, Kakamega, Vihiga ) The purpose of this Notice is to comply with the requirements of FAR 5.2 - Synopsis of Proposed Contract Actions. This is NOT a Request for Proposals (RFP) and in no way obligates the United States Government to issue an RFP and /or award a contract. If a solicitation is issued, all necessary information will be supplied at the time it is posted at www.fedbizopps.gov. Prospective Offerors are advised that this procurement is subject to internal USAID approvals and the availability of funds. Interested parties are advised to periodically monitor the above website and solicitation number for updates concerning this procurement.
