- INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), intends to negotiate and award a purchase order on a noncompetitive sole source basis to University of Vermont, 111 Colchester Ave., Burlington, VT 05401-1473 to provide support services for the Cardiovascular Health Study (CHS) Biospecimen Repository in accordance with the following information. BACKGROUND The Cardiovascular Health Study (CHS) was initiated by the NHLBI to determine the risk factors for development and progression of cardiovascular disease (CVD) in older adults. In 1989-90, the study recruited and conducted a detailed examination of 5,888 adults aged 65 and older at entry in four communities. Nine follow-up exams were conducted annually through 1999, followed by semi-annual phone calls to ascertain new CVD events through May, 2005. The data and specimens collected in CHS and its more than 200 ancillary studies represent a major national resource for the study of development and progression of cardiovascular and other chronic diseases in older adults. To promote continued use of this resource, the NHLBI has provided contract support for core functions to the CHS Coordinating Center at the University of Washington since 2005. The contractor maintains the CHS data sets, core study operations, and the biorepository that serve as the infrastructure for investigator-initiated research in this cohort of older adults. As a result, CHS continues to be highly productive scientifically. PURPOSE The objective of this acquisition is to obtain services and expertise in maintenance of the Cardiovascular Health Study (CHS) biospecimen repository and continued access to the samples for research purposes by qualified investigators. The general requirements are as follows: -Maintain the security and integrity of the CHS Biorepository. - Maintain inventory and associated databases - Maintain the freezers - Maintain state-of-the-art policies and procedures (as per NCI, NHLBI, ISBER) -In full compliance with all CHS Policies and Procedures (found at www.chs-nhlbi.org), provide samples to approved CHS ancillary study (AS) investigators. -Provide limited consultation with AS investigators to help ensure optimized research protocols and productivity. -Provide inventory reports semi-annually; provide repository impact statements as needed for CHS AS proposal reviews. TASK TO BE PERFORMED -Furnish all the necessary services, qualified personnel, material, equipment, and facilities needed to ensure proper maintenance of the CHS sample repository for storage of aliquots, following best practices as described at http://biospecimens.cancer.gov/practices/ and http://www.isber.org/. -Obtain NHLBI approval, in consultation with the CHS Steering Committee, before providing specimens to designated laboratories for ancillary study analyses. (All related expenses are to be borne by the ancillary studies.) -Deliver specimens to designated laboratories for ancillary study analyses as directed by NHLBI. (All related expenses are to be borne by the ancillary studies.) -Prepare the specimen collection for delivery to an NHLBI-designated location(s). (All related expenses to be borne by NHLBI.) This includes working, as resources allow, to consolidate samples into fewer freezers. -In a limited manner, collaborate with CHS and non-CHS investigators to design new studies that utilize existing CHS biospecimens. -Maintain accurate and updated records of all samples in the repository. -Provide repository reports semi-annually and Impact Statements as needed. -Maintain records of services provided to ancillary studies. -Respond to inquiries from the NHLBI in a timely manner. -On completion of the contract, deliver specimens to an NHLBI-designated location. PERIOD OF PERFORMANCE The period of performance will be for one (1) year. JUSTIFICATION The sole source determination is based on the following: -The collection and storage of samples began at a time before the technology of barcoding sample vials for inventory tracking was available. A custom inventory system was created that enables biorepository staff to locate vials from particular participants containing a specific type of sample, but each vial is not uniquely identified. Nowadays biorepositories - commercial repositories in particular - rely on a computerized inventory system based on barcoded vials. Expecting another source to integrate the CHS inventory system into its own would represent an operational challenge requiring time and additional expense. -Maintaining the CHS sample collection in its present location would avoid risk of sample loss incurred during transfer of the biospecimen collection to another entity. Many of CHS's twenty -80-degree freezers are very old and susceptible to damage during transport via truck to another location. Relocation of the samples and likely required replacement of irreparably damaged freezers would also add costs. -Maintaining the repository in its current location would avoid potential delays in providing needed samples to researchers with limited research grant funding and time to conduct their research projects. -The CHS study design, huge data set, and availability of biorepository samples are complicated. Using them most effectively for research requires the expertise and input of investigators and staff familiar with them who can advise and collaborate with researchers in designing research projects that are doable and make good and efficient use of the resources. This is particularly true for use of the limited resource of the biospecimen collection. The personnel at the University of Vermont, who have worked with the CHS and the biorepository for more than 25 years, are uniquely qualified to provide this expertise, and the biorepository director is a highly accomplished and internationally recognized scientist. REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b), Soliciting from a single source (for purchases not exceeding the simplified acquisition threshold), and only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION The North American Industry Classification System (NAICS) Code is 622110, General Medical and Surgical Hospitals, and the Small Business Size Standard is $38.5M. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable and the resultant award will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-92 (November 18, 2016). This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by December 21, 2016 at 3:00pm EST and must reference synopsis number NHLBI-CSB-HL-2017-053-JML.
