- INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. IT SECURITY PROVISIONS AND 508 COMPLIANCE LANGUAGE IS ALREADY OBTAINED FROM PREVIOUS CONTRACT The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis without providing for full and open competition to Biofortis Inc., 10320 Little Patuxent Parkway, Suite 410, Columbia, Maryland 21044 for a renewal Labmatrix Software Subscription for users engaged in client study. Background: The National Institutes of Health (NIH) mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. The National Human Genome Research Institute (NHGRI) mission has expanded to encompass a broad range of studies aimed at understanding the structure and function of the human genome and its role in health and disease. To that end NHGRI supports the development of resources and technology that will accelerate genome research and its application to human health. The National Human Genome Research Institute (NHGRI), Computational and Statistical Genomics Branch (CSGB) research focuses on the development and application of computationally intensive approaches to analyze large-scale genetic and genomic data, with a particular focus on identifying genetic contributions to human disease. CSGB investigators specialize in statistical genetics and genetic epidemiology. These disciplines combine statistics, epidemiology, mathematics, molecular genetics and computer science to identify genetic variants responsible for increased susceptibility to disease and variation of phenotypic traits. CSGB scientists conduct studies aimed at understanding complex genetic diseases and developing new statistical methods and software to analyze data sets emanating from large-scale genetic association and linkage studies. They also use innovative approaches to distinguish genuine genetic influences from random background noise. As computational biologists, they employ comparative genomic approaches to understand the evolution and function of protein families and their ultimate role in human disease. Purpose and Objectives: The renewal of the Labmatrix license software proprietary to Biofortis Inc. is critical to assuring the continued success of the NHGRI clinical research program. In addition, funding of custom development and other database services performed by BioFortis Inc. is essential to providing the specialized data management needs of NHGRI clinical research investigations. The Labmatrix software that was designed by Biofortis, Inc. has been customized specifically for NHGRI to meet and support specifications to specific research projects being conducted by NHGRI investigators. Other Important Considerations: Labmatrix is used to manage clinical research protocols and store many types of clinical data, including patient data imported from the NIH CRIS data warehouse. The renewal of the Labmatrix license is critical to assuring the continued success of the NHGRI clinical research program. In addition, funding of Custom development and other database services performed by BioFortis is essential to providing for the specialized data management needs of NHGRI clinical research investigators. Nearly one hundred NHGRI users, Labmatrix is currently being utilized in conjunction with 30 active IRB-approved clinical protocols and supports large-scale clinical research projects such as the ClinSeq Project and the Undiagnosed Diseases Program. The Labmatrix software provides functions not currently available in other clinical database packages. Contractor's Requirements: The Contractor shall provide Labmatrix and Loftware software licenses on established Labmatrix servers on the NIH network. The Contractor shall perform custom software development and ad hoc hourly services on an as-needed basis when requested by the Government. Ad hoc services may include, but are not limited to, server and data administration and configuration tasks, data uploads and exports, and monitoring of NHGRI Labmatrix servers. PROCUREMENT: Base Year: 1. Labmatrix software subscription for Users engaged in a Client Study; 2. License to 3rd party software for Barcode Printing; and 3. Custom development and ad hoc services. Option 1 Tasks/Deliverables: Deliverables : Labmatrix R6.1 deployed onto the NHGRI network; one (1) production instance and one backup instance with integrated SiteMinder authentication. a. The deployed instances shall be ready for database configuration and validation by administrative end-users. These instances shall be compatible with and configurable for the installation and integration of NiceLabel 6 Barcode Printing Server. b. The deployed instances shall include a configured Log Shipping backup process between the production instance of the Labmatrix database and the backup instance. c. The deployed instances shall integrate the Labmatrix installations with NIH Login such that Labmatrix must authenticate users via a customized integration with SiteMinder and that a user logging into Labmatrix shall be required to login to a new SiteMinder session. Within the active SiteMinder session, record deletion shall not require end-user password entry. Option 1: Tasks: • Chameleon basic training for NHGRI application administrators. NHGRI administrative end-users shall be trained by the Contractor to configure the Labmatrix R6.1 (Chameleon) production instance deployed within the NHGRI network. o Note: The provisions of the Base Year agreement shall apply to the Option. If the Option is exercised by the Government, the Government will provide the necessary server hardware and accessories, software licenses, and hosting environment for production and backup instances within the NIH network, for installation by the Contractor of R6.1 Labmatrix, with the understanding that the server environment(s) provided by the Government meet or exceed recommended specifications, and include the specified third-party software licenses. Required Software: i. Windows operating system as specified above; ii. Microsoft SQL Server 2014 SP1 64-bit Standard Edition; iii. Apache Tomcat (ports 80, 443, 8080) Period of Performance: Base Year: 12 Months Option 1: 12 Months Regulatory Authority: This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source and is not expected to exceed the simplified acquisition threshold, only one responsible source and no other supplies or services will satisfy agency requirements. Statutory Authority: This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. This requirement will be under the Simplified Acquisition Closing Statement: Industry Classification (NAICS) Code is 541511, Custom Computer Programming Services and the Small Business Size Standard is $27.5M. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-92 (November 18, 2016). This requirement is under the SAT of $150,000.00. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by December 20, 2016 and must reference synopsis number HHS-NIH-NHLBI-CSB-(HG)-2016-038-DM by 7:30 a.m. Eastern Time, may be submitted to the National, Heart, Lung and Blood Institute, Office of Acquisition, COAC Services Branch, 6701 Rockledge Drive, Suite 6149, Bethesda, Maryland 20892-7902, Attention: Dorothy Maxwell, Contracting Officer.
