Description
THIS IS A SOURCES SOUGHT NOTICE. An award will not be generated from this notice, nor does a solicitation document exist at this time. The purpose of this notice is the initiation of market research pursuant to Part 10 of the Federal Acquisition Regulation to ascertain the availability, interest and capabilities of potential qualified contractors. This notice is issued solely for information and planning purposes and does not constitute a solicitation. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. The General Services Administration, on behalf of Test Resource Management Center (TRMC) under the direction of Office of Secretary of Defense (OSD) has a requirement for contractor support to assist the agency in assessing and addressing enterprise Test and Evaluation (T&E) and training infrastructure requirements in order to promote reuse of common solutions through the development of composable interoperability solutions, to streamline integration of test and training capabilities and to further enhance distributed training and testing. Reliable range interoperability requires the use of a common architecture (including a common language, communication mechanism and context) to meaningfully communicate across divergent systems. The Test and Training Enabling Architecture (TENA) enables reliable, interoperable, reusable, and composable connectivity of geographically distributed range resources, some live and some simulated, that can be rapidly combined to meet new testing and training missions in a realistic manner. As a result, TRMC/OSD will realize reduced development, operation and maintenance costs through the reuse and interoperability of test and evaluation assets and the TENA Software Development Activity (SDA) will further its ongoing partnership with JMETC to expand the test and training connectivity and develop enhanced capabilities for the test and training facilities throughout OCONUS locations. As a result, GSA is contemplating the establishment of a contract under NAICS 541330. TRMC/OSD is an organization within the U.S. Department of Defense (DoD). Its mission and purpose is to ensure DoD Components have the right Testing and Evaluation (T&E) Infrastructure to accomplish the T&E mission. TRMC is congressionally directed to perform oversight of the Major Range and Test Facility Base (MRTFB)These program offices support the needs and solutions process to ensure the DoD T&E community has the right set of capabilities for the future; and through the T&E training facilities. The anticipated period of performance for this requirement is a one year base period, and four, 12 month option periods. Anticipated performance tasks to be accomplished under this scope of work include; Enterprise Architecture Requirements Capture, Enterprise Development Planning, Design, & Development including: TENA Middleware Software Enhancement, Development of Interoperability Software and Developing Collaboration Tools, and Development of TENA Utilities including: Hardware, Software and End-User Support Solutions. Enterprise Architecture Requirements Capture: Provide support in requirements gathering of end-user needs and documenting these requirements to ensure design and implementation decisions are traceable back to need. This will lead to expanding the capabilities of the TENA technologies and services across the Department of Defense test and training communities. Engineering services required include, but are not limited to, research, analysis, investigation, review, and assessment of existing test and training architecture plans and solutions. Enterprise Development Planning, Design, & Development: Provide support prioritizing all needs into an ordered list of accomplishable tasks and following software design and development practices to ensure the delivery of quality solutions. Participate in Requirements Review, Design Review, and/or Code Review meetings on an as-needed basis in order to ensure software deliverables meet expectations. Ensure all requirements are met by utilizing access to prototypes and/or beta testing at select test or training ranges to test new enterprise capabilities. Provide support to the current TENA Middleware based on user needs to 1). Improve software capabilities including, but is not limited to, enhancements to the TENA Middleware that allow multiple versions of the Middleware to run in parallel 2). Provide a capability for middleware to support additional programming languages and 3). Develop full TENA middleware support for the Python programming language which will verify those capabilities. This will enable seamless upgrades for future versions that may change wire protocols and allowing ranges to upgrade versions one component at a time. Provide support to ensure TENA interoperability between both new and legacy range solutions which includes designing government requested interfaces to legacy and emerging range instrumentation systems that promotes interoperability and enterprise reuse among the test and training communities. Provide support developing community collaboration tools to provide a mechanism for all TENA users who are physically distributed worldwide to communicate. This includes ensuring communication with one another, ability to download the latest software solutions, and ability to track continued maturation of TENA and other TRMC-developed solutions. Provide solution to host and maintain the TRMC / TENA Repository with capability to provide access to the TENA services in an open internet, a closed.mil, and a classified network environment, per the appropriate data handling guidelines established by the TRMC which includes the capability of containing software applications from JMETC, and demonstrating that the repository operates properly and can be accessed by third parties interested in creating a T&E collaboration environment of their own. Provide a location for the government to place a classified JMETC node, an unclassified DREN node and an unclassified internet node. Provide maintenance all of the hardware and software necessary to duplicate the existing TENA unclassified infrastructure on both the classified JMETC and unclassified DREN nodes. Development of a distributed test system for use by the test and training community, development of a prototype capability that provides a reasonable platform for the demonstration of these emerging needs listed above and development of training manuals to help end users develop automated tests for their TENA enabled systems that use the TENA repository to address emerging needs for the test and training communities. Developing TENA Utilities: Provide support developing enterprise hardware, software and end-user support solutions that directly address strategic plans and recommendations documented in TENA Enterprise Capability Need Statements. These solutions improve the test and training community's reliability and availability supporting T&E events and exercises Interested parties are invited to respond with a capability statement which shall address, at a minimum, the following for the past five years: •Name and address of company •Positive statement of interest to submit a bid and/or proposal; •Technical relevant experience to the requirement; •Management approach relevant to the requirement; •Corporate Experience relevant to the requirement; •Relevant past performance •Current GSA or other GWAC contracts applicable to NAICS code 541330 Responses to this notice shall be submitted to the attention of Mignon Stephens, Contract Specialist at the following email address: mignon.stephens@gsa.gov Subject: Response to Sources Sought Notice - Test and Training Architecture (TENA) Enterprise Development, no later than 3:00 PM NOON, EST on November 21, 2016. Procurement questions will not be responded to at this point in time. The information obtained as a result of this notice will be used in developing a more specific acquisition strategy. The final method of procurement will be determined by the Government. The Government shall not pay for any information furnished in response to this notice
