- Description
- NASA Goddard Space Flight Center (GSFC) intends to procure a SiC 3-Edge-Buttable SCA Package to support the Near Earth Observation Detection and Characterization (NEODaC) mission. Twenty (20) packages are to be procured. The packages fulfill a project requirement of specialized packaging in order to be compatible with Code 533 Detector Characterization Laboratory (DCL) packages and test setups. NASA/GSFC intends to purchase the items from GL Scientific (GLS). This fundamental technical expertise and intellectual property resides with GLS. GLS designed and manufactured all the detector packages for the infrared (IR) detectors currently in use at the NASA/GSFC DCL. The interfaces to the packages are complex, and GLS has unique expertise on how to interface properly to the package to achieve the required tolerances. This procurement is limited to U.S. vendors only. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 29, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
