- This Notice of Intent is not a request for quote and a solicitation will not be issued; however, all responses received prior to the closing date of this notice will be considered by the Government. The US Army Corps of Engineers, Europe District (USACE) intends to award a sole source contract to Corvet Systems Inc. to provide one (1) two-day training course to be held in April of 2017 in Wiesbaden, Germany with an additional one day of classroom preparation. The course shall include the preparation of instruction lessons and training manuals on the use and function of the EuroJOC software program. The Government shall provide appropriate training facilities with computers for use by the students. The training rooms shall be available for a day prior to the start of training in order to prepare the classroom and load software on to workstations. The course shall be directed towards Directorate of Public Works and Corps of Engineers personnel that prepare government estimates for Job Order Contracting task orders. The EuroJOC software was developed over the course of many years starting in 1996 for the Corps of Engineers for use USAREUR region. Corvet Systems Inc. has the only programmer familiar with the code, which includes proprietary source code. Additionally, the programmer has a full understanding of how JOC operates in Europe, which is uniquely different than in the United States or in commercial operations on the economy. In accordance with, 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1 and DFARS 206.302-1: only one responsible source and no other supplies or services will satisfy agency requirements. SUBMISSION INSTRUCTIONS: Submission of any information in response to this notice is purely voluntary. The Government assumes no financial responsibility for any costs incurred. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement which shall be considered by the agency, no later than the closing date and time of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. Responses must be in writing, by e-mail to the Contract Specialist at Mark.A.Hiscox@usace.army.mil. The e-mail shall contain the following subject line: Response to Notice of Intent for FY17 EuroJOC Training. Please submit all information no later than December 27, 2016, 10:00 am Eastern Time. THIS NOTICE OF INTENT DOES NOT CONSTITUTE A REQUEST FOR A FORMAL PROPOSAL OR A PRESOLICITATION NOTICE. THERE IS NO SOLICITATION AT THIS TIME
