Description
Space and Naval Warfare Systems Center, Pacific (SSC Pacific) intends to award a Small Business Innovation Research (SBIR) Phase III, Cost Plus Fixed-Fee (CPFF) Indefinite Delivery, Indefinite Quantity (IDIQ) Contract on a sole source basis to Metron, Inc. to support the enhancement, optimization and integration of Bandwidth Analysis Toolkit (BAT) software and associated capabilities that were successfully demonstrated and validated under SBIR Phase II contract N66001-09-C-0065 for use by Navy. It includes network, system and cyber analysis and testing support to the Navy. This This independent SBIR Phase III Basic Indefinite Delivery Indefinite Quantity (IDIQ) Contract will support the continued optimization, integration and enhancement of BAT. It will also expand BATs performance analysis capabilities to include network, system, and cyber analysis and testing. Work to be performed under this Basic IDIQ contract will be defined and implemented via the issuance of Task Orders (TO) that will specify the type and level of effort, data requirements, funding authorization and the period of performance. The applicable NAICS Code is 541712 and the business size standard is $27.5M. Be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive proposals; however, any firm believing that it can perform these services may be considered by the agency. Interested parties may identify its interest and capabilities in response to this synopsis, and must clearly demonstrate the firms ability to be responsive without compromising the quality, accuracy, and reliability of services provided. Any comments, questions or concerns regarding this notice must be submitted IN WRITING via e-mail to christopher.j.shaw1@navy.mil. All responding vendors must be registered to the System for Award Management (SAM) website prior to award of contract. Information can be found at https://www.sam.gov/. To respond to this announcement, you must be registered to the SPAWAR E-Commerce website at https://e-commerce.sscno.nmci.navy.mil. Responses are due by 31 October 2016. The proposed Solicitation Number is N66001-17-R-5202. The dollar value of this requirement is not anticipated to exceed $13.9 Million.
