SYNOPSIS - F108 Shaft, Turbine, Aircraft (AMC 3Z) 1. Estimated solicitation issue date 22 Dec 16 and estimated closing/response date 23 Jan 17. 2. RFP #: SPRTA1-17-R-0145 3. PR#: FD2030-17-0222 4. Description: Dimensions: Length 29 in, Width 14 in, Height 12 in, Weight 300 lbs. Material: One piece forged steel alloy. Function: Front flange provides for attachment with the fan disk. Mechanical coupling with the low pressure turbine (LPT) shaft is provided by inner drive splines and an inner shoulder for axial retention of the LPT shaft when clamped. 11. Export Control is applicable Used/Overhauled Government/Commercial Surplus Notes: Authorized part numbers are 301-579-120-0 (Cage 58828 and F0301) and no other part numbers are acceptable. OFFERORS MUST ANNOTATE ALL PART NUMBERS BEING OFFERED. In order to be acceptable, all Used/Overhauled Government/Commercial Surplus shall be overhauled (repaired) IAW CFM Engine Shop Manual by the following sources Chromalloy San Diego (Cage Code: 0ALH8) and Kelly Aviation Center Montreal (Cage Code: L06Y2). These sources are not contractually bound to provide services. Offeror shall provide evidence that the required overhaul work has been performed, or will be performed prior to shipment, as required. Offerors will be required to provide the following documentation with their proposals: 1. Offeror's Certificate of Conformance (CoC), such as an ATA Specification 106 'Part or Material Certification Form' or similar form (with like information) containing a non-incident statement, certifying that the items were manufactured by the Original Equipment Manufacturer (OEM) annotated in this document, and were not removed from engines that operated in volcanic ash, radiation exposure or submerged, nor were acquired from Emery Express or formerly operated by Emery Express. 2. Offeror's ISO 9001:2008 Certificate or AS9100. 3. The offeror will provide a statement of availability and support from the repair source. 4. The offeror must provide documentation PER PART that confirms a minimum remaining life of 3500 cycles or greater. 5. The offeror must provide documentation PER PART that confirms no more than 3 ownerships or transfers of the part. 6. Offeror will provide a completed, original FAA Form 8130-3, issued by the USAF Approved Repair Source at the time of part delivery. Electronic procedures will be used for this solicitation. No telephone requests. Only written or faxed requests received directly from the requestors are acceptable. For new manufacture material the purposed contract action is for supplies for which the Government intends to solicit and compete with only a limited number of sources under the authority of FAR 6.302. CFM International (Cage Code 58828) is the only known source that can satisfy the Government requirements for new manufactured material Note: An Ombudsman has been appointed to hear concerns from Offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
