- Description
- This contract action is for the acquisition of services for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.5 in accordance with 41 U.S.C. 1901. The National Institute of Environmental Health Sciences (NIEHS), Office of Acquisitions (OA) intends to award a sole source purchase order to Qiagen, Inc., 27220 Turnberry Ln., Valencia, CA, 91355 for the annual license maintenance agreement for the CLC Bio Suite of Science Software. CLC Bio Suite of Science Software is an analysis tool utilized by NIEHS researchers. It is used to support the Solexa Next Generation data analysis for NIEHS users. This software is unique in it's ability to perform Seq-Seq and Chip-Seq analysis on Solexa Chip products. Qiagen Inc. is the sole designer, developer, and integrator of CLC Bio Suite of Science Software. The anticipated period of performance will be for a twelve (12) month base period, plus three (3) additional 12 month option periods. The applicable North American Industry Classification System (NAICS) code for this acquisition is 511210 "Software Publishers" and a size standard of $38,500,000.00. NIEHS will solicit and negotiate directly with Qiagen, Inc. and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, if an interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. All interested parties must express their interest and capabilities in writing via email to Ms. Elizabeth McEwen, contract Specialist, mcewenem@niehs.nih.gov and a courtesy copy to Mr. Bernie Salter Jr., Supervisory Contract Specialist (Station Support Branch Chief), bernie.salter@nih.gov within fifteen (15) days after the date of publication of this notice. No faxed documents will be accepted. If no responsive statements are received within fifteen (15) days, an award will be made to Qiagen, Inc.
