- The Naval Facilities Engineering Command, Mid-Atlantic, is currently conducting market research to locate companies capable of performing Oil Water Waste Operations (OWWO) by tug and barge between Naval Station Norfolk and Craney Island Fuel Depot under Solicitation N40085-17-R-1135. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION OR SPECIFICATIONS AVAILABLE AT THIS TIME. This notice is a market research tool used for planning purposes only to determine the availability and capability of business sources prior to issuance of the Request for Proposal (RFP). The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, VA is seeking to identify eligible business firms capable of Oil Water Waste operations. The work is located at Naval Station Norfolk and Craney Island along the Elizabeth River. Naval Facilities Engineering Command, Mid-Atlantic is seeking to identify capable businesses. All businesses, regardless of size, are eligible to respond. The Government will not pay for any information solicited. Respondents will not be notified of the results of the evaluation. One of the main functions of this synopsis is to assist the Contracting Officer in determining an acceptable strategy for this procurement. The Successful Contractor is responsible for all maintaining, cleaning, repairs, berthing, position, and operations of equipment to ensure performance under contract guidelines including providing fuel to operate tug and barge pumps. The government will not be liable for any taxes, tariffs, or other expenses not specifically listed within this contract. Requirements: Contractor supplied equipment and crews shall: 1.Conduct three (3) barge movements per calendar week capable of 400,000 gallons of Oil Water Waste Operations per movement. 2.Be capable of performing additional movements each week if required. ** Weekly delivery schedules will be provided by the Government a minimum of one week in advance. Hours of operation are Monday through Saturday, from 0700 to 1630. Additional Requirements: The contractor is to provide Oil Water Waste Operations by tug and barge between Naval Station Norfolk and Craney Island Fuel Depot. Barges must be double hulled and be no older than 25 years at any time period during the life of the contract. A pumping system with required hoses and connection capable of on loading and discharging cargo tanks without outside electrical connection or assistance from the shore is necessary. The tugs offered under this contract shall be suitable in design and power to properly navigate the waterways in traffic areas as required facilitating transportation of cargo between Government set points. All contractor ™s operations shall be on the Elizabeth River. This performance shall be provided by tug/barge systems compliant with the coastal laws of Virginia and the United States. The proposed requirement will be a base period of one (1) year plus four (4) option years, which cumulatively will not exceed sixty (60) months. Only the base period of the contract will offer a minimum guarantee. If the Government does not award a follow-on contract in time, the Government may require the contractor to continue performance for an additional period up to six months under the option to extend services clause. The anticipated contract award date for these services is 01 April 2017. The North American Industry Classification Standard (NAICS) code for this procurement is 483211 with a size standard of 750 employees. SUBMITTAL REQUIREMENTS: It is requested that interested businesses capable of providing these services submit to the contracting officer a brief capabilities statement package (no more than 10 pages in length, single spaced, 12 point font minimum) demonstrating ability to perform the requested services. The capability package must be complete and sufficiently detailed to allow the Government to determine the firms qualifications to perform the defined work. PAGES IN EXCESS OF THE 10 PAGE LIMIT WILL NOT BE CONSIDERED. The Government is not obligated to and will not pay for any information received from the potential sources as a result of this synopsis. The documentation shall address, at a minimum, the following: COMPANY PROFILE to include: (1) Company name and address; (2) Year the firm was established and number of employees; (3) Names of two principals to contact (including title, telephone and fax numbers and email addresses); (4) Small Business designation/status (e.g., 8(a), HUBZone, SDVOSB, etc); (5) DUNS number; (6) CAGE Code. RELEVANT EXPERIENCE to include experience in performing efforts of similar value, size, and scope within the last five (5) years. The following Government or commercial information shall be provided for each of your references: (1) Contract Number and Project Title; (2) Name of Contracting Activity; (3) Administrative Contract Officers Name, Telephone Number and Email; (4) Contracting Officers Technical Representative or Primary Point of Contact, telephone and email; (5) Indication of whether your firm acted as a prime or subcontractor, (6) Contract Period of Performance and Contract Value, (7) Brief summary of work performed and how it relates to the technical services described herein.
