T-WMS Overview Increment Architecture Diagram Glossary Draft Requirement Specifications Draft PWS THIS IS A REQUEST FOR INFORMATION (RFI), this request is for planning purposes only and does not constitute an Invitation for Bids, Request for Proposals, Solicitation, Request for Quote, or any other indication that the Government will contract for the items contained within the RFI. The Government will not reimburse respondents for any cost(s) associated with submission of the information being requested. The purpose of this RFI is to seek feedback from vendors on a Draft Performance Work Statement (PWS) for a Tactical - Warehouse Management System (T-WMS ) for Global Combat Support System - Marine Corps/Logistics Chain Management (GCSS-MC/LCM), and to announce an opportunity for interested industry to participate in an Industry Day. The anticipated NAICS code is 541519. You may suggest (and justify) what you believe to be a more appropriate NAICS code in your white paper. This RFI is for planning purposes only and is issued in accordance with Federal Acquisition Regulations (FAR) Clause 52.215-3, Request for Information or Solicitation for Planning Purposes. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this RFI, and responses to this notice cannot be accepted as offers. Proprietary information should not be provided. Pursuant to FAR 15.201(e), Exchanges with Industry Before Receipt of Proposals, responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Interested parties are solely responsible for all costs and expenses associated with their respective response to this RFI. The Government will not reimburse interested parties for any direct and/or indirect costs and/or expenses associated with their respective responses to this RFI, including, but not limited to, any direct and/or indirect costs associated with any submission or information provided to the Government. Moreover, interested parties will not otherwise be entitled to any compensation associated with the Government's use of any submission or information provided by an interested party to the Government pursuant to this RFI. Furthermore, the information provided in this RFI is notional and may change. The Government is under no obligation to revise any aspect of this RFI should any information provide herein change. The Government will provide any additional information and issue any additional requests for information at its sole discretion. Background: See attached Draft PWS. Objectives: •(1) Provide a Draft PWS to industry to communicate the Government's minimum requirements in order to receive feedback and assess industry's capability to provide a solution that will meet the current PWS requirements. (2) Announce the date, time, and schedule of the MCSC associated Industry Day event, which will be hosted by the Deputy Program Manager for Global Combat Support System-Marine Corps. Goals and Industry Solutions: Program Management Warfare 230 (PMW 230) is seeking Industry's feedback on ways to achieve the following goals as they relate to GCSS-MC T-WMS activities: •(1) Implement an innovative engineering approach that is focused on a streamlined architecture which leverages the GCSS-MC/LCM Incr 1 database. This architecture will allow for reduced onsite maintenance and hardware, a centralized helpdesk, common tools, standardized operating procedures, and more efficient warehouse processing. •(2) Implement a technical solution for the development, integration, and fielding of an Automated Information System (AIS) which can serve as a capability integration platform that provides warehouse management capabilities to the United States Marine Corps at the retail level of supply, and supports expansion to enterprise warehouse management and other key logistics business processes as part of the modernization of logistics information technology systems. Industry Day Overview: PMW 230, GCSS-MC Program Management Office (PMO) will host an Industry Day on 12 January 2017, from 9:30 AM to 12:30 PM, Virginia local time, to provide information and seek input from parties interested in responding to this RFI. The Industry Day will be held at Breckenridge Hall on MCB Quantico, VA. The Government will not pay for any expenses incurred to attend this event or respond to this notice. At the Industry Day, PMW 230 will present information regarding the draft PWS and offer an overview of T-WMS. PLEASE NOTE: Interested parties shall agree that any Government Furnished Information (GFI) distributed or made available during the Industry Day event shall not, without the written permission of the Government, be used, modified, reproduced, released, or displayed for any purposes other than to respond to this RFI. Contractors will be required to sign a nondisclosure agreement prior to receiving GFI. Interested parties must further agree that they shall not disclose any of the GFI to any person other than their subcontractors, suppliers, or prospective subcontractors or suppliers, who require any of the GFI to submit offers for, or perform, contracts under this effort. Prior to disclosing any of the GFI, the interested party shall require the persons to whom disclosure will be made to provide the Government with its agreement to the terms of this paragraph. Industry Day Registration: Advance registration is required for attendance. Firms interested in attending the Industry Day should contact the Contract Specialist at jessica.baldwin@usmc.mil no later than 4:00 PM, Virginia local time on 9 January 2017 to register, and shall provide the following information: (1) Name and address of applicant/company (Corporate/Principal Office). (2) Name, telephone number, fax number, and e-mail address of point of contact. (3) CAGE Code and DUNS Number. (4) Type of Business type (Large Business, 8(a), HUBZone, SDVOSB, or WOSB concern etc.) (5) Name, titles, and contact information for Industry Day attendance. (6) State whether or not your company and Point of Contact (POC) information can be published for partnering considerations. All communications shall be made via the Contracting Office. In order to be eligible for Industry Day attendance, interested parties must be registered in the System for Award Management (SAM). Industry Day Questions: •(1) Interested parties may submit written questions or comments with regard to the PWS PRIOR TO the Industry Day event via email to the Contract Specialist at jessica.baldwin@usmc.mil no later than 4:00 PM, Virginia local time on 5 January 2017. Time will be allotted for GCSS-MC Panel members to address pre-submitted questions to the attendees. Questions will be answered at the Government's discretion. •(2) Interested parties may submit written questions or comments with regard to the PWS AFTER the Industry Day event via email to the Contract Specialist at jessica.baldwin@usmc.mil no later than 4:00 PM, Virginia local time on 2 February 2017. All questions submitted prior to and after the Industry Day will be consolidated and published anonymously in an amendment to this RFI, unless there are no questions received. Interested parties do not have to attend the Industry Day in order to submit questions, comments, or recommendations. Instructions for RFI Submissions of Vendor White Papers: After the Industry Day event, interested parties are invited to provide the following information to PMW 230 for consideration in finalizing the T-WMS PWS. Interested parties do not have to attend the Industry Day in order to submit a white paper. The information shall be presented in white paper format, and shall include: •(1) Discussion of the offeror's capabilities and past performance providing warehousing similar to T-WMS and integrating with Enterprise Resource Planning systems similar to GCSS-MC/LCM Incr 1; •(2) Recommendations on the best technical architecture to meet the program office's needs (e.g., on premise versus off premise, FEDRAMP, etc.); •(3) Recommendations to enhance clarity to the draft Performance Work Statement; •(4) Recommendations on the best contract type to control costs, enhance Return on Investment, and achieve performance and quality objectives; •(5) Recommended CLIN structure and associated period of performance. Interested parties should submit all PWS and GFI comments on the attached Comment Resolution Matrix (CRM). White papers and the CRM must be submitted to the Contract Specialist at jessica.baldwin@usmc.mil via email no later than 4:00 PM, Virginia local time on 2 February 2017. Do not submit proposals! Do not submit proprietary information! The Government is only seeking information for market research purposes. Acknowledgement of receipt will be made. Availability of any formal solicitation, if and when issued, shall be announced separately. As a reminder, the Government will not pay for any materials provided in response to this RFI or any follow-up information requests. Submittals will not be returned to the sender. Submission formats are limited to white paper in MS Office Word or Adobe PDF and CRM in MS Office Excel.
