Description
Table 1 - Navy Gun Projectile Demil Inventory Account As of November 2016 The U.S. Army Contracting Command - Rock Island (ACC-RI), Rock Island, IL on behalf of the Project Director Demilitarization, Picatinny Arsenal, NJ, and Joint Munitions Command (JMC) Rock Island, IL is conducting market research to identify potential sources that possess the capabilities, experience, and expertise necessary for Demilitarization (demil) and Disposal of Miscellaneous 3 inch, 90mm, 5 inch, 6 inch and 8 inch Navy gun projectiles containing Explosive D and/or Composition A5 consisting primarily of RDX. There are currently more than 23,000 of these miscellaneous Navy gun projectiles contained in the Demil inventory account. These items are obsolete and are currently being stored primarily at Hawthorne Army Depot and Crane Army Ammunition Activity (CAAA). The 3,5,6 & 8 inch miscellaneous Navy Gun Projectiles include multiple variations as identified in Table 1 attached. Demil is defined as the act of eliminating the functional capabilities and/or inherent military design features from Department of Defense (DOD) personal property. Methods and degree range from removal and destruction of critical features to total destruction by cutting, crushing, shredding, melting, burning, etc. Demil is required to prevent property from being used for its originally intended purpose and to prevent the release of inherent design information that could be used against the United States. Interested contractors should demonstrate that they possess the experience and capability, or that they can obtain such, necessary to provide all the necessary material, equipment, property, environmental licenses (permits), and personnel to perform demil of these items. Recycling for the recovery of steel is encouraged. Open Burning and/or Open Detonation (OB/OD) are not permitted technologies for any end item(s) or component(s). Interested sources shall provide responses that contain the following information: a. Name of company and CAGE code; b. Point of Contacts name, telephone number and E-mail address: c. Company address d. Business size information; e. Identification of whether you are interested in this opportunity as a prime or a subcontractor; f. A brief summary of the company's capabilities (to include descriptions of facilities, equipment, skills and personnel) experience, and expertise, including knowledge of safety, security, storage, and/or environmental regulations associated with the demilitarization and disposal of Navy gun projectiles loaded with Explosive D, and/or Composition A5 consisting primarily of RDX. Confirm adequate storage facilities are available to secure all U.S. Government property, which may be provided to accomplish this task. Storage facilities must meet requirements of DOD 5100.76M for categorized sensitive ammunition; g. Details regarding experience with similar efforts/items; h. Identification of potential sources for major subcontractors if the source intends to utilize a subcontractor(s); i. Identification of additional equipment needed, lead time to obtain and install such equipment. Please include any assumptions made, recommendations regarding price range breaks, or any additional information you feel might be useful to the U.S. Government if they choose to go forward with an RFP. This market research is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the U.S. Government. The U.S. Government will not reimburse any respondent for any effort or information submitted in response to this sources sought. All interested parties shall provide all information requested in this notification by 3:00 PM Central Time on 17 January 2017 by electronic mail at no cost to the U.S. Government.
