Description
LIMITED SOURCE JUSTIFICATIONS EQUIPMENT LIST The U.S. Broadcasting Board of Governors, (BBG), International Broadcasting Bureau (IBB), pursuant to Federal Acquisition Regulation (FAR) Subpart 12.6 and Subpart 13.5, intends to issue a Combined Synopsis/Solicitation for Premier Support Services. These commercial items will be procured in accordance with format of Subpart 12.6 and supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The North American Industry Classification System (NAICS) Code is 518111. This Solicitation Number BBG50-Q-17-00019 is issued as a Request for Quotation (RFQ) that will result in a single award of a Firm Fixed Price Contract using FAR Part 12.6 and 13.5 (Contract by Commercial Items and SAP) procedures to provide : SEE ATTACHED EQUIPMENT LIST: Statement of Work Statement of Work (SOW) for: Harmonic MediaGrid Enterprise Storage Unit Hardware and Software Support Services I. Introduction - The Broadcasting Board of Governors (BBG) purchased the Harmonic MediaGrid Enterprise Storage Unit and it has been in service since 2008. This device houses all of the agency's high-resolution video used for the agency's broadcasts. The scalability of the storage and the network connections allows the agency to allow ‘edit in place' workflow that greatly increases our ability to quickly produce quality content. The agency also relies on Harmonic software products to perform the majority of the video transcoding done for the agency's broadcasters. The bridge support contract with Harmonic ends December 31, 2016. The agency needs to have a high level of support for this device due to its mission critical role. BBG is soliciting bids to fulfill requirement for Harmonic support services in accordance with statement of work to provide access to Harmonic's Technical Assistance Center 24/7/365. II. Scope of Work - The Contractor shall provide resource(s) to accomplish the objective detailed below for BBG's Harmonic MediaGrid Enterprise Storage Unit and associated Spectra software: a.Provide remote phone access to Harmonic's Technical Assistance Center 24 hours a day, 7 days a week, 365 days out of the year with response times based on severity of the issue. b.Provide three-day RMA turnaround, with options for next business day service. c.Provide limited on-site field support. Trained engineers to be available for emergency issues, perform troubleshooting, problem isolation and resolution. d.Provide software and firmware updates. Maintenance and feature releases to be made available to our staff along with TAC support for questions regarding said updates. e.Provide access to a Technical Account Manager and or a lead field engineer. (at additional cost) f.Assumptions: 1.VOA/BBG and contractor will mutually agree on the actual date the base tasks will take place. 2.Contractor will perform the work associated with the base tasks offsite and connect to the VOA/BBG installation remotely, if needed. 3.Software support services do not include support for specific development work for customized modules necessary when upgrading to a new release of the software, or to developments done by VOA/BBG or a Third Party. 4.VOA/BBG will use reasonable efforts to find solutions - by using manuals, documentation, experience and knowledge - before initiating a support request. 5.VOA/BBG will keep a record of system performance and a record of system architecture including, but not limited to: operating systems, servers, network topology, network configuration, firewalls, third party products, etc. 6.VOA/BBG will accurately describe either by phone or by e-mail, the error encountered and the circumstances under which it occurred, following standard error report format. 7.VOA/BBG will give known information at the outset of a support request, of any relevant actions or changes made by VOA/BBG to the supported system or equipment with which the supported system interacts. 8.VOA/BBG will reasonably determine the error severity. 9.VOA/BBG will collect information on the Software and versions involved; hardware, OS, and other appropriate configurations. 10.VOA/BBG will collect log files, configuration files, and other information needed to identify the nature of the error. III.Major Duties - Provide technical software support services described under II. Scope of Work. IV.Deliverable Documents - Detailed Terms and Conditions and Quote for technical software support service described under II. Scope of Work for a period of performance beginning 1/1/2017 through 12/31/2017. V.Acceptance - Final acceptance of the terms contained in the deliverable documents described will be at the discretion of BBG Contracting Officer (CO) and Contracting Officer Representative (COR). VII.Knowledge Required - Key personnel must have in-depth knowledge and demonstrated experience in providing hardware and software support for the Harmonic MediaGrid and software and fully understand the inter-dependencies among the products. VIII.Period of Performance - Initial period of performance will be twelve (12) months from the Date of the Contract (Purchase Order) Award. The estimated award date is January 1, 2017. IX.Invoice Processing - Invoices will be delivered to the Contracting Office or their designated representative on an annual basis. Invoices for optional years must be submitted at least sixty (60) days before the end of the period of performance for the current year. The Contractor shall ensure that the invoice includes the following information: •The Task number, total award amount and remaining balance for Task. •All charges shall be broken down to show current and cumulative charges, amount obligated, and balance. •Labor listed by labor category and CLIN number and current amounts.
