- NOTICE OF INTENT TO AWARD SOLE-SOURCE INTENT TO AWARD A SOLE SOURCE ORDER The U. S. Department of Housing and Urban Development (HUD) intends to make a sole source award to Moody's Analytics Services for Economic, Demographic and Housing Data Subscriptions. The authority permitting a sole source acquisition is FAR 13.501(a)(1)(ii) Simplified Procedures for Certain Commercial Items - 41 U.S.C. 1901- Sole Source (including brand name) Acquisitions. The subscription will consist of a base year plus four option years. According to preliminary market research conducted, Moody's Analytics Services is the sole provider of a subscription to a database that contains the most complete data and tools for analyzing the multi-family housing market nationwide. These data and research products will be used by HUD's field economists in the Economic and Market Analysis Division in their ongoing studies of local housing market conditions by providing much needed market data. Minimum data requirements listed below: Minimum Housing, Demographic and Economic required: • Housing, demographic and economic data for all 50 states, 389 metropolitan statistical areas and Puerto Rico. • Housing data: historical housing prices 2000 - current; current housing prices; sales and rental vacancy rates. • Demographic data: indicators such as total employment change, personal income growth, population growth; relative employment performance; migration flows; leading sectors/industries; per capita income; forecasts for these data as available. • Economic data: economic drivers in the local economy; relative costs; current employment growth ranks for perspective; business cycle status; local economic strengths and weaknesses; forecast risks; recent performance; top employers; comparative employment and income; macroeconomic indicators of global economy; regional indictors; at least three year forecast. • Data shall be available online. Data shall be included for all US metropolitan areas and PR and updated at a minimum of 3 times per year (at least 389 MSAs, and 50 States, plus Puerto Rico). Acceptable data formats are, Excel, PDF, Word formats. THIS IS NOT A SOLICITATION. No solicitation package will be issued. This notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than December 30, 2016, 1PM Central Time. Responses shall be submitted to Leroy.H.White@hud.gov. Responses shall include, at a minimum, the following information: 1.The name of your company; 2. Company DUNS No.; 3. POC name and contact information; 4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing a renewal for the specific items mentioned above; and, 5. A description of that product(s) and its overall capabilities. 6. The subject line of the email shall state "Capabilities for Demonstrating Economic, Demographic and Housing Data Subscriptions" or it will be deleted as junk mail. It is your responsibility to demonstrate how your product(s) is capable of providing the same functionality that exists with the Moody's Analytics Services (Economy.com) mentioned above. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
