- The purpose of this modification is to post the following questions and answers: Questions and Answers: 1. Does the contractor company needs to be “Certified ” or do the sign language interpreters themselves need to be certified? [ Ref: Section 3 Scope of Work ] Answer: Interpreters must be certified independently by the National Registry of Interpreters for the Deaf (RID) and the National Association for the Deaf (NAD). Reference PWS Section 5.2. 2. Section 5.1 Key Personnel – can you elaborate on the difference between the Scheduling officer and Primary POC? They seem to have very similar job duties as described in the SOW. Answer: The scheduling officer works at headquarters in DC and can be reached by phone manage all scheduling issues or take requests in lieu of entering them into the Access Portal. The POC works on campus regularly and handles scheduling the on call interpreters daily The due date to Tuesday, December 20, 2016, at 10:00 am. EST. THIS IS A SOURCES SOUGHT NOTICE to determine the availability and capability of small businesses (including certified 8(a), Small Disadvantaged, and HUBZone firms; veteran and service-disabled veteran-owned small businesses, and women-owned small businesses. This notice is for planning purposes only, and does not constitute an Invitation for Bids, a Request for Proposals, Solicitation, Request for Quotes, or an indication the Government will contract for the items contained herein. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this sources sought. Any responses received will not be used as a proposal. The National Institutes of Health (NIH), Division of Amenities and Transportation Services Office of Research Services is seeking to identify any sources with capabilities or prior experience that can provide basic and scientific sign language interpreting services for deaf and hard of hearing (D/HH) employees, patients, and visitors, in accordance with the terms and conditions of this contract. The Federal Government is looking for capability statements from experienced, certified sign language interpreting service providers to provide an average of 3,100 hours/mo of interpreting services to approximately 100 D/HH employees, as well as contracting staff, visitors and patients. Services include basic sign language, scientific sign language, oral, tactile, close-vision, certified deaf interpreting, cued speech, CART, and VRI. The primary location where services are provided is on the main campus in Bethesda, Maryland, nearby leases facilities within Montgomery County, as well as Frederick and Baltimore Maryland. NIH also has facilities in North Carolina, Montana, Arizona, Michigan, and Massachusetts. In anticipation of continued growth and increasing demand for interpreting services, NIH is looking for innovative solutions for keeping pace with demand without compromising level and quality of services. The Contractor understands the services provided under this contract are vital to the Government and must be continued without interruption, including after hours on weekdays, weekends, Federal holidays, and Government shutdowns. Interested small business potential Offerors are encouraged to respond to this notice. However, be advised that generic capability statements are not sufficient for effective evaluation of respondents' capacity and capability to perform the specific work as required. Pricing information is encouraged, but not required. Responses must directly demonstrate the company's capability, experience, and/or ability to marshal resources to effectively and efficiently perform each of the tasks described above and attached in the draft Performance Work Statement at a sufficient level of detail to allow definitive numerical evaluation; and evidence that the contractor can satisfy the minimum requirements listed above while in compliance with FAR 52.219-14 ("Limitations on Subcontracting"). Failure to definitively address each of these factors will result in a finding that respondent lacks capability to perform the work. Responses to this notice shall be limited to 20 pages, and must include: 1. Company name, mailing address, e-mail address, telephone and fax numbers, website address (if available), and the name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. 2. Name, title, telephone number, and e-mail addresses of individuals who can verify the demonstrated capabilities identified in the responses. 3. Business size for a NAICS: 541930, with a size standard of $7.5 million if qualified as an 8(a) firm (must be certified by the Small Business Administration (SBA), Small Disadvantaged Business (must be certified by SBA), Woman-Owned Small Business, HUBZone firm (must be certified by SBA), and/or Service-Disabled Veteran Owned Small Business (must be listed in the VetBiz Vendor Information Pages). 4. DUNS number, CAGE Code, Tax Identification Number (TIN), and company structure (Corporation, LLC, partnership, joint venture, etc). Companies also must be registered in the System for Award Management (SAM) at www.sam.gov to be considered as potential sources. 5. Identification of the firm's government-wide acquisition contract (GWAC) by Schedule number and contract number and/or SINs that are applicable to this potential requirement are also requested (e.g. GSA, NITAAC, NASA SEWP). Please submit copies of any documentation, such as letters or certificates to indicate the firm's status (see item #3 above). Teaming arrangements are acceptable, and the information required above on the company responding to this announcement shall also be provided for each entity expected to be teammates of the respondent for performance of this work. To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. It will be for a base plus four (twelve month) option years with an approximate award date of June 1, 2017.
