2017 ANTX - DAHLGREN ATTACHMENT 2 2017 ANTX - DAHLGREN PDP QUAD CHART Special Notice: Call for Proposed Demonstration Plans for the 2017 Annual Naval Technology Exercise (ANTX) - Dahlgren Scope - Naval Surface Warfare Center Dahlgren Division (NSWCDD) announces a call for Proposed Demonstration Plans (PDP) for the 2017 Annual Naval Technology Exercise (ANTX) - Dahlgren. The exercise shall be conducted in Dahlgren, Virginia from 12-14 September 2017. ANTX - Dahlgren is a technology innovation event hosted by the Naval Surface Warfare Center Dahlgren Division to explore emerging capabilities and innovations in Surface Warfare and to provide a forum where the surface Naval technology community can review new technologies, exchange ideas, and foster collaboration. Warfare centers, universities, and companies are invited to showcase their technologies and capabilities at this event. The event provides an opportunity to demonstrate new manned and unmanned systems, sensor technologies, control systems and related technologies. ANTX - Dahlgren provides a lower risk environment where scientists and engineers can demonstrate and evaluate their technological innovations in a research & development setting before their technologies are integrated into operational systems. The theme for 2017 ANTX - Dahlgren is "Surface Warfare Distributed Lethality in the Littoral". Of particular interest are technologies that enhance the ability of a distributed force including Naval surface combatants to exercise sea control across a wide area extending into the littorals. Relevant technologies include: •· Integration and control of unmanned vehicles •· Advanced sensors and sensor integration •· Track management, data fusion, and tactical displays •· Combat identification •· Mission planning and decision support systems •· Advanced Human Systems Integration concepts •· Threat evaluation, weapon assignment, and engagement coordination •· Advanced weapon and engagement concepts •· Interoperability of sensors, weapons, and tactical information across the force Proposed Demonstration Plan - Companies interested in participating in this year's ANTX - Dahlgren event are asked to submit a PDP by filling out the "2017 ANTX - Dahlgren Proposed Demonstration Plan Quad Chart". Multiple PDPs (quads) per organization may be submitted. Ideally, the PDP will focus on hardware centric items, but other non-hardware participation will be considered as well. Two levels of participation are planned. Participants may demonstrate their innovative technologies as static displays or as operational demonstrations which take advantage of the Potomac River Test Range (PRTR) including its ranges, airspace, facilities and people. This can include access to the PRTR's Unmanned Surface Vehicles (USVs) and Unmanned Aerial Vehicles (UAVs). The PDP should note the level of participation the company is interested in (static / operational). For planning purposes, all costs for NSWCDD range, pier, and boat services for selected participants will be covered by NSWCDD, to include general base transportation costs and general labor costs to assist with equipment handling. NSWCDD will assist with approvals for required land, water, or air space use and will assist with logistics during the event. NSWCDD will not provide any funding for any other costs, including proposal preparation and submittal. Participants are responsible for the remainder of expenses, including supporting the planning phase (such as providing additional data on their technology for safety/environmental evaluations and the like), mobilizing (shipping to NSWCDD), setup of their equipment, accreditation and operation of their equipment for demonstration, and demobilization. Participants may be required to enter into an agreement with NSWCDD. If the required onsite support exceeds what is available at the PRTR, funding may be provided via the agreement to ensure a specific resource is available for the demonstration. Please document the resources you believe will be required at the PRTR to conduct your proposed operations in the "2017 ANTX - Dahlgren Proposal Quad Chart". Submission and Selection - All PDPs are due by 1200 EST on 27 January 2017. PDPs should be submitted electronically to the email address provided below. A confirmation email will be sent in response to each PDP received. Questions may also be submitted to the address below. Arline Parker arline.parker@navy.mil (540) 653-4304 The Navy will determine and select the most relevant and promising technology for demonstration. A panel of Government subject matter experts will be convened to review each PDP and select exercise participants. The PDPs will be assessed by the Navy on how the technology addresses a theme (value to the Navy), uniqueness of the technology (not likely to be duplicated elsewhere), confidence the technology will be available for the demonstration, ability to execute safely at the PRTR, and potential for collaboration with other participants (Government and non-government). The Navy shall make selections and send invitations to participate by email on or before 3 March 2017. The Government is under no obligation to select all PDPs submitted to participate in the event. Selection shall be at the sole discretion of the Government. Companies who are not selected to participate will receive a notification by email on or before 3 March. Notifications will not include rationale for the selection or non-selection decision. This is not a Solicitation as defined by FAR 2.101. Any and all information contained in and/or attached to PDPs shall be treated as proprietary information, provided that the proposal contains adequate markings designating the information as proprietary. Proprietary information in PDPs shall not be released outside the Government. Proposers are specifically advised that the Government shall have no liability for any costs of any kind incurred by a proposer for preparing and/or submitting a proposal, whether or not the proposal is accepted. In the sole discretion of the Government, PDPs received after the stated due date for submission may not be considered for participation. PDP material shall not be returned to the proposer. Notwithstanding the foregoing, proposers are advised that information in accepted static or operational demonstrations shall NOT be considered or treated as confidential or proprietary and, with respect to such information, no restrictions on Government disclosure, such as but not limited to 18 U.S.C. § 1905, shall apply. Each participant in an accepted static or operational demonstration understands, acknowledges, and agrees that any such information it provides may be disclosed and/or used by the Government for any purpose. Each proposer and each accepted participant is solely responsible for its compliance with all applicable national security and export control laws and regulations. Nothing in the invitation for PDPs, the acceptance and/or conduct of static or operational demonstrations, or the help or participation in operational demonstrations by Government personnel shall constitute any license, permission, or exemption with respect to national security or export control laws and regulations. Each participant shall be required to sign an agreement substantially similar to the attached. Industry Day - An industry day will be held on 4 January 2017 at the University of Mary Washington-Dahlgren Campus 4224 University Drive, King George, VA 22485, (540) 663-4030. Sign in will begin at 1230, in the University Hall (auditorium). Attendees will be invited to submit written questions. Those questions and their answers will be posted as an amendment to this announcement.
