Description
The Forest Service (FS) is pursuing a sole source multiple-award contract with Critigen (Cage Code 5JVD7) and Quantum Spatial (Cage Code 5JVD7) for professional services under the authority implemented by FAR 6.302-1. The approximate contract period of performance is 15 February 2017 through 14 August 2017 and includes the FAR option clause 52.217-8, Option to Extend Services. The estimate of the cost for each contract base period is $1,250,000. The work areas that the contractors are responsible to perform include analysis, consultation and expertise in determining and/or delivering innovative approaches to solving questions related to FS business requirements through the use of geospatial tools, models, and analysis procedures. These services include advanced analysis of raster, vector and imagery based data sources. Services also include geospatial training and support in natural resource application and the use of Geographic Information Systems (GIS), remote sensing; Global Positioning Systems (GPS), and mobile field collection systems. The contractors provide geospatial scripting and modeling support to FS system operations such as FS-Topo and Active Fire Mapping. These services are considered professional in accordance with the definition in 29 CFR § 541.301 and require key personnel possessing an advanced degree in a scientific area generally in a physical, biological, environment, or natural resource discipline as well as a minimum level of actual experience. In establishing the minimum requirements for this effort, the FS identified the following criteria deemed essential to meet its requirements: 1) Immediate availability including staffing of the key personnel required with advanced degrees and minimum experience levels; 2) Experience demonstrating an understanding of the full-range of FS geospatial activities and systems; and 3) Recent experience performing a large governmental-wide agency use contract. The statutory authority for permitting other than full and open competition for this award is 41 USC 253(c)(1), as implemented by FAR 6.302-1, which authorizes other than full and open competition when there is only one or limited responsible source(s) and no other supplies or services will satisfy agency requirements. Critigen and Quantum Spatial have the experience and resources to immediately perform the requirements including the staffing of highly specialized personnel who are uniquely qualified to perform in accordance with the criteria deemed necessary to accomplish this work. This synopsis serves as a pre-solicitation notice only. This notice does not obligate the Government to award a contract.
