- Draft Statement of Work This SOURCES SOUGHT NOTICE is issued by the Department of Defense, Naval Sea Systems Command (NAVSEA), on behalf of the Corporate Operations and Total Force Directorate, SEA 10. SEA 10 is seeking capabilities packages from potential small business concerns. This Sources Sought Synopsis is published for market research purposes only, to identify potential sources capable of providing Acquisition Workforce Personnel Demonstration Project (AcqDemo) support to include training, data maintenance, and position management to NAVSEA personnel in support of NAVSEA Headquarters and Field Activities conversion to AcqDemo, in accordance with the requirements of industry standards and applicable local, state, and Federal laws. The North American Industry Classification System (NAICS) code for this requirement is 611430. This is a TOTAL SMALL BUSINESS SET-ASIDE. This Request for Information/Sources Sought Notice is not a request for proposals and is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals and no award will be made as a result of this notice. The Government is not obligated to and will not pay for information received in response to this notice. Sources choosing to respond to this notice are wholly responsible for any costs/expenses associated with submitting a response. Respondents will not be notified of the results of this Sources Sought notice. The information obtained from submitted responses may be used in development of an acquisition strategy and future solicitation. The Corporate Operations and Total Force Directorate, SEA 10, is considering a firm-fixed-price acquisition, small business set aside, provided that the written capability statements submitted by small business vendors demonstrate the ability to successfully perform the required services, as determined by the Department of Defense. Contractor support services are required and not limited to the Washington, DC Metropolitan area. INSTRUCTIONS Contractor Capability Statement Part I. Web Page URL: h. Based on North American Industry Classification System (NAICS) code 611430, with a size standard of $11M, provide small business size classification. (Small business, Small Disadvantaged Business, Veteran Owned etc.) PART II. Capabilities Package: All interested firms shall submit a response demonstrating their capabilities to provide the requested service to the primary point of contact listed below. Capability statements shall be provided electronically via email to the Contracting Officer (CO) at bonita.lucas@navy.mil no later Friday, 06 January 2017 at 6:00PM Eastern Time. The narrative response shall be in Adobe PDF, Microsoft Excel or Microsoft Word compatible format and shall not exceed 5 pages. A page is considered as one side of a sheet sized 8 ½ inches by 11 inches. Be advised that all correspondence sent via e-mail shall contain a subject line that reads "AcqDemo Training Capabilities Statement". Attachments with files ending in.zip or.exe will be automatically deleted by NAVSEA email filtering. Ensure only.pdf,.doc, or.xls documents are attached to email. The Government's assessment of the capability statements received will factor into whether any forthcoming solicitation will be solicited as full and open or set-aside for small business, or any particular small business program (e.g. SDVOSB, EDWOSB, HUBZone, 8(a), etc.).
