- Description
- The General Services Administration currently leases 10,890 Rentable Square Feet (RSF) of acreage at 3641N 08121W under lease number LNC46062 for the National Parks Service. The current lease expires November 28, 2016. GSA requested to negotiate a succeeding lease without full and open competition for continued occupancy at this leased location. The Doughton Mountain Microwave/Repeater site is one of 12 sites that make up the backbone of the Blue Ridge Parkway microwave telecommunication system. The site has been in use by the Parkway for over 30 years in the current location. The microwave frequency relocation program funded replacement of obsolete infrastructure, which was mandated by federal regulation, beginning in 2006. It must also be considered that the Microwave Frequency Relocation Project is nearing the end of the project funding cycle. Any move to another site would have to be evaluated solely on the financial impact to the Agency. The funding for such a move in not currently available, and would be difficult to justify, given that the current site is functioning as intended, and has for over three decades. NEPA/NHPA documentation would have to be finalized with any relocation, as well as coordinating with local and state governments regarding zoning ordinance compliance. One last item for consideration with regards to relocation, frequency assignments would have to be authorized for any new location, with no guarantee that a suitable frequency could be obtained.
