Description
DRAFT CH-46E LIFE CYCLE SUPPORT SERVICES (LCSS) SOW The US Department of State, Regional Procurement Support Office (RPSO) in Fort Lauderdale, intends to solicit offers for the items and services described in the attached Draft Statement of Work (SOW). Information included in this notice, including any tentative milestones, is preliminary in nature and subject to change. Actual requirements will be described in the solicitation document which will be posted to FedBizOpps. DEPARTMENT OF STATE CH-46E HELICOPTER LIFE CYCLE SUPPORT SERVICES (LCSS) IDIQ CONTRACT BACKGROUND 1. The United States Department of State (DoS), Bureau for International Narcotics and Law Enforcement Affairs, Office of Aviation (INL/A), utilizing a fleet of DoS rotary and fixed aircraft, provides aviation support for the eradication and interdiction of illicit drugs, training of contractor and host nation personnel, embassy transport support, movement of personnel and equipment, reconnaissance, personnel recovery (PR), medical evacuation, security of personnel and equipment, and ferrying of aircraft. To support the aforementioned missions, INL/A owns, operates, and maintains a fleet of (twenty) 20 tandem rotor CH-46E helicopters in CONUS and forward deployed OCONUS locations. 2. DoS aircraft are operated as Public Aircraft while operating CONUS and State Aircraft while operating OCONUS. As such, DoS is the responsible airworthiness authority for DoS CH-46E aircraft. DoS complies with Federal Aviation Administration (FAA), Federal Management Regulations (FMR), International Civil Aviation Organization (ICAO), and host nation rules and regulations. DoS maintains and operates all aircraft to FAA, Original Equipment Manufacturer (OEM), DoS, and or Department of Defense (DOD)standards, regulations, policies, specifications, and technical guidance as appropriate. 3. Since the introduction of the CH-46E to the DoS fleet in 2010, Naval Air Systems Command (NAVAIR), the Fleet Readiness Center East (FRC-E) and Naval Supply Systems Command (NAVSUP) provided through a memorandum of agreement, the life cycle and sustainment support for the DoS CH-46E fleet. With over half a century of operational experience and expertise supporting the CH-46 for the Navy, Marines, and subsequently the DoS CH-46E program, NAVAIR, FRC-E, and NAVSUP were invaluable to acquisition, deployment, operational readiness, continued airworthiness, unblemished safety record, and the overall success of the DoS CH-46 program. 4. In 2015, DOD, concurrently with the final fielding of modernized replacement aircraft, retired all remaining CH-46 aircraft from the active inventory. At that time all DOD life cycle support provided by NAVAIR, the FRC, and all NAVSUP logistics operations and services for the CH-46 ceased. As a result, all life cycle services and critical support functions for the DoS CH-46E are no longer available from DOD or other government sources. SCOPE INL/A requires, on a recurring basis when directed by task order(s), an experienced commercial source to perform all requested, required, and related aircraft CH-46 life cycle support previously provided by DOD. A draft Statement of Work (SOW) is attached. OBJECTIVES 1. The primary objective of this procurement action is to restore critical resources, support functions, and services lost as a result of DOD termination of life cycle support services (LCSS) for the DoS CH-46E. LCSS is required to assure the responsible airworthiness authority all owned and operating CH-46E aircraft are maintainable, reliable, operationally safe, airworthy, and available for critical mission support. 2. LCSS shall be accomplished by a Contractor specializing and having significant experience with the CH-46 helicopter or its commercial variant. 3. DoS considers model 107/KV-107/ CH-46/CH-113/HKP-4 series tandem rotor aircraft as similar variants of the DoS CH-46E. ADDITIONAL INFORMATION The US Department of State intends to award a single IDIQ contract with an ordering period of five (5) years and an IDIQ contract maximum of $71.0 million for the provision of the items and services previously described. Task and delivery orders awarded under the contract may be performed overseas or in the United States. This acquisition is set-aside exclusively for small business concerns in accordance with FAR 52.219-6 (Notice of Total Small Business Set-Aside). Offers from other than small business concerns will not be considered for award. This acquisition will be conducted under NAICS code 336411. The corresponding small business size standard is 1,500 employees. Interested vendors should continue to monitor FedBizOpps for additional information. No further action is required from interested vendors at this time. The DoS intends to post a draft solicitation to FedBizOpps no later than 23 January 2017.
