CANCELLATION NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is W91248-16-R-BARR and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89-1. The associated North American Industrial Classification System (NAICS) code for this procurement is 327390 with a small business size standard of 500.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2016-09-16 14:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Fort Campbell, KY 42223 The MICC Fort Campbell requires the following items, Meet or Exceed, to the following: LI 001: ACP Barrier - JERSEY BARRIERS: A Multi Barrier, Jersey Barrier, Should be 42"H X 72"L X 24"W and colored orange, 40, EA; LI 002: ACP BARRIER - The Concrete Barriers should be 10'X24"X32" tall, 165, EA; LI 003: ACP BARRIER - The I Barriers should be 10" x 2" x 2".They should be in the shape of an I and stained brown., 40, EA; LI 004: ACP BARRIER - Concrete Reflective Barriers should be 10" x 24"x 32" tall. They should be painted yellow with reflective glass, a tongue and groove feature that allows reflective barriers to be placed together., 50, EA; LI 005: ACP BARRIER - POLYETHYLENE BOLLARD COVERS,REFLECTIVE TAPED- The bollard covers should be 52"H X 6 5/8"D, a bright safety yellow color that is UV protected with a red 3M reflective stripe, a molded from wall thickness, 125, and molded from 1/8" thick, high density polyethylene., 50, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC Fort Campbell intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC Fort Campbell is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. No used, re-furbished, or gray market equipment will be accepted, new equipment only. Award will be made to the Lowest Price Technically acceptable offeror. Destination, Ft Campbell, KY Late submissions, modifications, revisions, and withdrawals of offers. Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is ?late? and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition.
