- Draft Solicitation Attachment_J-6_Cost_Price_Template_for_Ceiling_Rates Draft Solicitation Attachment_J-5_Past_Performance_Questionnaire Fillable Draft Solicitation Attachment_J-4_RFP_Question_and_Comment_Template Draft Solicitation Attachment_J-3_Monthly_Status_Report_Format Draft Solicitation Attachment_J-2_Fisheries_Labor_Category_Descriptions ProTech Fisheries Draft Solicitation ST-1330-17-RP-0008 The Professional and Technical (ProTech) services solution is a suite of multiple-award Indefinite Delivery, Indefinite Quantity (IDIQ) contracts consisting of five Domains: Satellite, Ocean, Fisheries, Weather, and Enterprise Operations. These Domains provide resources in support of the National Oceanic and Atmospheric Administration (NOAA) to include its Line and Staff Offices. Where applicable, the contracts may also be used by other Bureaus within the Department of Commerce (DOC). The ceiling dollar amount for all orders under all ProTech Domains is $3,000,000,000. There is one solicitation for each Domain and each solicitation will result in the award of multiple IDIQ contracts for the specific Domain. Here, the resultant IDIQ contracts will provide professional and technical services to the Fisheries Domain (hereafter "ProTech-Fisheries") under NAICS code 541990. U.S. Fisheries play an important role in the nation's economy providing opportunities for commercial, recreational, and subsistence fishing, and sustainable seafood for the nation. Sustainably managed fisheries also contribute to a healthy and resilient ecosystem. NOAA Fisheries is responsible for the stewardship of the nation's ocean resources and their habitat. NOAA Fisheries provides vital services for the nation: productive and sustainable fisheries, safe sources of seafood, the recovery and conservation of protected resources, and healthy ecosystems. The primary clients of this Domain will be the offices of NOAA's National Marine Fisheries Service (NOAA Fisheries or NMFS). The Acquisition Strategy: Full and Open Competition with reserves for small business in accordance with section 1331 of the U.S. Jobs Act. The assigned NAICS code for determining status as a small business is 541990 with a size standard of $15M. Presolicitation: This Presolicitation announcement is issued solely for information and planning purposes. It does not constitute a final Request for Proposals (RFP) or a promise to issue a final RFP in the future. This request does not commit the Government to contract for any supplies or services whatsoever. NOAA is not at this time seeking proposals and will not accept unsolicited proposals. Not responding to this announcement does not preclude participation in any future solicitation. The Government is requesting all interested vendors thoroughly review this Presolicitation, and submit questions regarding this using Attachment J-4, RFP Question and Comment Template, by electronic mail ONLY to pro-tech.fisheries@noaa.gov, with the number ST-1330-17-RP-0008 in the subject line. Questions shall be submitted by 3:00 PM Eastern Standard Time on January 9, 2017. No telephone inquiries, requests, etc. will be accepted. Responses to the questions and comments will be posted on FedBizOpps. A draft Request for Proposal (RFP) for the Fisheries Domain is provided for review. This draft RFP has been refined from the draft posted on December 6, 2016. This draft RFP is anticipated to be similar to the final RFP that is expected to be posted on or about January 13, 2017. A due date for additional questions may be provided in the final version. It is the Government's expectation to award between 12 and 30 contracts for the ProTech- Fisheries Domain. The Government reserves the right to award more or fewer contracts if it is in the best interest of the Government for any reason.
