- Revised special notice Special Notice The Naval Surface Warfare Center Carderock Division (NSWCCD) hereby gives notice of intent to award a Sole Source Firm Fixed Price Commercial contract under the authority of FAR Part 6.302-1(b)(1)(ii) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements", to Craft Engineering Associates, Inc., 2102 48 th Hampton, VA 23661 for: •1. Cargo Transfer Concept The basis for restricting competition is for the following reasons: The proposed procurement is for services of a highly technical or specialized nature and only one individual or firm can perform these services. The capability of the contractor is unique because of knowledge of key individuals as demonstrated under SBIR N06-057 "Cargo Transfer from Offshore supply vessels to Large deck vessels" and N05-157 " Dynamic Positioning and motion control during Cargo transfer Operations". Craft Engineering was the contractor selected under both SBIR's. The Navy would like to apply the technology and concepts developed under this SBIR toward the integration of this particular cargo transfer challenge. This notice of intent is NOT a request for proposals or quotations. No solicitation documents are available and requests for copies of a solicitation in response to this notice will not be honored or acknowledged. No contract will be awarded on the basis of offers received in response to this notice. A determination not to compete this proposed contract based on this notice is within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-92 dated 18 November 2016 and DFARS Change Notice 20161104. This acquisition will be processed under Simplified Acquisition Procedures (SAP). The associated North American Industry Classification System (NAICS) Code for the proposed contract action is 541712 which has a business size standard of 1000 people. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 28, December 2016. This notice of intent is NOT a request for competitive proposals. However, all responses received by 28 December 2016, will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
