- Draft Statement of Work NASA Ames Research Center (ARC) is hereby soliciting information about potential sources for refurbishment and operational support of LSTAR V2 radar systems. ARC is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-Owned (WOSB), Veteran Owned (VOSB), Service-Disabled Veteran Owned (SDVOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities/Minority Institutions for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for refurbishment and operational support of LSTAR V2 radar systems. These systems will perform surveillance and tracking of uninvited aircraft in a test region so that "sense and avoid" tactics can be utilized to avoid contact. Additional engineering support of the radar systems and training for users may be required as described in the attached Statement of Work. The Government reserves the right to consider a Small, 8(a), WOSB, SDVOSB, or HUBZone business set-aside based on responses hereto. Vendors having the capabilities necessary to meet or exceed the stated requirements are invited to submit appropriate documentation, literature, brochures, and references. The purpose of this RFI is to obtain information from industry on potential sources other than the manufacturer to satisfy the requirements of the attached draft Statement of Work The NAICS code planned for this procurement is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, with a small business size standard of 750 employees. The schedule, method of solicitation, type of contract, set-aside potential, selection criteria, pricing structure, and other considerations to be used will depend on NASA's analysis of the responses received from this RFI. This information is being made available for market research planning purposes only, subject to FAR clause 52.215-3, Request for Information or Solicitation for Planning Purposes. It does not constitute a Request for Proposal, and it is not to be construed as a commitment by the Government to enter into a contract, nor will the Government pay for the information submitted in response to this request. This RFI is subject to review or cancellation at any time. Responses to this RFI must include the following information with their capabilities: company name, address, points of contract, phone number, e-mail, website (if applicable), and name of parent company (if applicable). Responses should also include a summary of previous experience repairing LSTAR radar systems and the company's ability to obtain spare parts from the original equipment manufacturer. Also required is information about the vendor's business size (i.e., large, small, SDB, WOSB, VOSB, SDVOSB), whether the firm is under a GSA Schedule Contract for this product, and which industries the vendor identifies itself with in the North American Industry Classification System (NAICS). Responses to this RFI are due by 9:00am Pacific Time on Wednesday, January 4, 2017. Interested firms are requested to submit their response to this RFI via email only to Mike Lehner at email Michael.M.Lehner@nasa.gov. Responses are limited to ten (10) pages. Submissions shall be compatible with and accessible using Microsoft Office or Adobe Acrobat software applications. This announcement does not constitute a Request for Proposal. Please do not request for a copy of the solicitation, as no solicitation exists at this time. If a firm requirement is developed and a solicitation is issued, the solicitation will be made available on the Federal Business Opportunities (FBO) website (www.fbo.gov).
