Attachment J-2 - Data Procurement Document Section M Section L Section K Attachment J-1 - Statement of Work DrawingC DrawingsB DrawingsA Section A-J Section A - SF33 This Request for Proposal (RFP) notice is issued by NASA/MSFC for developing an optical telescope assembly (OTA) for use on the Gondola for High Altitude Planetary Science (GHAPS), a re-suable balloon-borne stratospheric astronomical observatory. The telescope consists of several components, including the primary and secondary mirrors, mirror support systems, optical metering structure, light baffles, thermal sensing and control components, and focusing mechanism. This procurement is a full and open competition. The NAICS Code and Size Standard are 333314 and 500, respectively. The Government does not intend to acquire a commercial item using FAR 12. All responsible sources may submit a proposal which shall be considered by the agency. Evaluation and award of the solicitation will based on evaluation criteria stated in the Request for Proposal. The basis of award will be Best Value utilizing FAR 15.101. NASA/MSFC request a proposal within thirty (30) days of the release date of this Request For Proposal. The proposal shall be submitted via email to: Name: Marlyce R. Alexander Title: Contracting Specialist Phone: 256-544-8344 E-mail: Marlyce.R.Alexander@nasa.gov. The subject line of the submission should be "RFP -- Lightweight Primary Mirror and Mount Assembly" and attachments should be formatted as stated this Request For Proposal. NASA Clause 1852.215-84 Ombudman is applicable. The Center Ombudmen for this acquisition can be found at http://prod.naishttp://prod.nais.nasa.gov/pub/pub_library/Omb.html. The RFP and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the Federal Business Opportunities home page is https://www.fbo.gov. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
