Description
Notice of Intent to Sole Source The U.S Army Contracting Command-Aberdeen Proving Ground (ACC-APG) on behalf of the U.S. Army Communications-Electronics Research Development and Engineering Center (CERDEC), Space and Terrestrial Communications Directorate (S&TCD) hereby provides notice of intent to award on a sole source basis to VENCORE LABS, INC. 150 Mount Airy Road, Basking Ridge, NJ 07920-2021. ACC-APG intends to extend Broad Agency Announcement (BAA) award W15P7T-12-C-A224 to Vencore Labs for six months as the only responsible source and no other supplies or services will satisfy the requirement. This notice of intent to award on a sole source basis is in accordance with FAR 5.201(b)(1)(ii) and FAR 6.302. This announcement is NOT a request for competitive quotes and a written solicitation will not be issued. This effort was previously synopsized as W15P7T-08-R-P415 and the previous solicitation number is the Request for Information (RFI) W56KGU-16-R-3089 "Enhancement Cellular Communication." Proposals cannot be submitted directly to this notice. The associated North American Industrial Classification System (NAICS) code for this procurement is 541712. The resultant contract modification will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 2005-91. This notice is effective Tuesday December 20, 2016 and will end on Wednesday January 4, 2017 at 4:00 pm Eastern Standard Time, or as otherwise posted on the Federal Business Opportunities website http://www.fbo.gov. The Government anticipates possible award of a modification to Cost Plus Fixed Fee (CPFF) contract W15P7T-12-C-A224 resulting in an extension for an additional six (6) months, (approximately January 2017 to July 2017). Requirement Information : The current BAA award W15P7T-12-C-A224 provides a capabilities focused technology compatible with the Multi-Access Cellular Extension (MACE) system, an open architecture, platform-agnostic tool that is also compatible with a 4G LTE cellular base station. For this extension, the Offeror is to provide engineering studies in support of the creation of standards, source code, and documentations that address spectrum, susceptibility, security and architecture obstacles in the Multi-Access Cellular Extension (MACE) system. The Offeror is to build proof-of-concept hardware for demonstration purposes, develop unique capabilities enabling the use of commercial smart devices at the tactical edge, allowing for Mobile ad-hoc networking, and multicast support over cellular, range extension through smart device gateway, persistent addressing, and seamless handoff. Furthermore, the technology developed must integrate into the U.S Army Project Manager Warfighter Information Network -Tactical (PM WIN-T) Increment (Inc.) 1 program as well as Program Executive Office Soldier (PEO Soldier) PM WIN-T's architecture. This requirement supports the U.S. Army Communications-Electronics Research Development and Engineering Center (CERDEC), Space and Terrestrial Communications Directorate (S&TCD). Submission Information : Interested persons may identify their interest to respond to the requirement or submit proposals. This notice is NOT a request for competitive quotes. Interested parties must use appropriate restrictive legends for proprietary or competition sensitive information. All interested parties must respond within fifteen (15) days after date of publication, no later than Wednesday January 4, 2017 at 4:00 pm Eastern Standard Time.
