- Solicitation Document containing PWS, SCA WD, and instructions regarding the proper submittal of proposals. Technical Exhibit 2 to the PWS. Technical Exhibit 1 to the PWS. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W912DY-17-R-0005 and is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. This is a total Woman Owned Small Business (WOSB) set aside to WOSBs eligible under the WOSB Program in accordance with FAR 19.1505. The associated NAICS code is 561790. The Small Business Size Standard is $7,500,000.00. The Contractor shall provide Vent Cleaning & Maintenance Services as described in the attached Performance Work Statement (PWS). Period of Performance (POP): The anticipated POP for this contract is one (1) twelve (12) month base period starting at time of award, with three (3) additional twelve (12) month option periods. In accordance with FAR 52.212-1, Instructions to Offerors - Commercial Items the following is provided: Proposals shall be submitted to the contracting office no later than 10:00 AM Central Time on 12 January 2017. All proposals shall be submitted via email to the attention of the Contract Specialist, Chase Bonds at Steven.C.Bonds@usace.army.mil and the Contracting Officer, Lisa Hendrix at Lisa.M.Hendrix@usace.army.mil. Questions regarding the solicitations are to be submitted via Bidder Inquiry in ProjNet at http://www.projnet.org. To submit questions, firms will need to self-register in the system if they are not already currently registered. To self-register: go to the webpage, click QUICK ADD, select agency USACE, enter the Bidder Inquiry Key identified below for this solicitation and your e-mail address, and then click CONTINUE. Fill in all required information and click CREATE USER. Verify information on next screen is correct and then click continue. From this page you may view all bidder inquiries or add a new inquiry. Firms will receive an acknowledgement of their question via email. Firms are requested to review the solicitation in its entirety and review the Bidder Inquiry System for existing questions prior to submission of a new inquiry. All questions shall be submitted no later than 2:00 PM Central Time on 3 January 2017. Questions received after that date will considered but no guarantee exists that an answer will be made. Bidder Inquiry Key: FNYQ5H-26J83Z In accordance with FAR 52.212-2, Evaluation - Commercial Items, the fill-in information at FAR 52.212-2(a) is as follows: The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is determined to be the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: The Government will use a Best value Trade off Analysis. The Government may award a task order to a higher priced offeror, if, the higher-priced proposal offers more value to the Government than the lower-priced proposal. All non-price evaluation factors, when combined, are significantly more important than price. The evaluation and selection shall be based on the following criteria, listed in order of relative importance and sub-factors are weighed equally but listed in precedence. The sub-factor ratings are rolled up into the overall rating. Evaluation Factors: The Government will use a Best value Trade Off Analysis. The Government may award a task order to a higher priced offeror, if, the higher-priced proposal offers more value to the Government than the lower-priced proposal. All non-price evaluation factors, when combined, are significantly more important than price. Factor A - Technical Solution and Execution- Most Important Sub-factor 1: The Technical Solution and Execution shall include a description of the contractor's technical solution to the project requirements. It shall include:  Methodology of performing all work under the PWS.  Any value added items being proposed (which may include execution methods) Project organization to describe what work is being performed by prime and what would require subcontracted support.  QC and Safety program management and approach. Offeror shall describe general strategy for achieving compliance with QC and safety standards. Sub-factor 2: Experience for work of similar size and complexity: List the customers for which the similar services were provided, the dollar value and a summary for each of the identified projects. Factor B - Price/Cost - Slightly less than factor "A" 1. Your proposed price shall reflect a clear understanding of the performance work statement and the technical requirements outlined in the contract. 2. Will be evaluated for reasonableness. 3. A statement on how the price of any proposed subcontractor (if applicable) was determined to be fair and reasonable is to be addressed. 4. Price proposal shall be submitted by utilizing the attached "Bid Schedule" Spreadsheet. Factor C - Past Performance - Slightly less than factor "B" Contractors are not required to submit any documentation for this evaluation criterion. The Government may obtain past performance information from the Past Performance Information Retrieval System (PPIRS), CPARS or similar systems. The Government will evaluate this factor based on past performance under previous task orders, or other contracts for efforts of relevant size and complexity to the government requirement. The evaluation of the offeror's past performance information will consider relevancy (similarity in technical capability) and overall performance. To be recent, the previous contracts must be ongoing or must have been performed during the last three (3) years (36 months) from the date of issuance of this RFP. Note: In the case of an quoter without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the quoter may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the quoter shall be determined to have unknown past performance. In the context of acceptability/unacceptability, "unknown" shall be considered "acceptable. Exclusions/Assumptions/Clarifications should not be included in your Proposal. If you do include any Exclusions/Assumptions/Clarifications within your proposal the Government will deem your proposal UNACCEPTABLE. Any exclusions/Assumptions/Clarifications should be identified during the Question/Answer phase. *When submitting key personnel information within your proposal please ensure that no Personally Identifiable Information (PII) is included. The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, with its quote. The offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically through http://www.sam.gov/portal. If an offeror has not completed the annual representations and certifications electronically, the offeror shall complete only paragraphs (c) through (s) of this provision. FAR 52.219-30 Notice of Set-Aside for, or Sole Source Award to, Women-Owned Small Business Concerns Eligible Under the Women-Owned Small Business Program is applicable to this solicitation and is hereby incorporated by reference. FAR 52.212-4, Contract Terms and Conditions - Commercial Items is applicable to this acquisition and is hereby incorporated by reference. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items is applicable to this acquisition and is hereby incorporated by reference. *Please refer to the attached SF1449 "Commercial Solicitation" for a list of all applicable clauses and requirements. In accordance with FAR 52.215-1(f)(4), The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror's initial proposal should contain the offeror's best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. In accordance with FAR 52.215-1(f)(6), The Government reserves the right to make multiple awards, if after considering the additional administrative costs, it is in the best interest of the Government to do so. SAM Requirement - Offeror must be registered in System for Award Management (SAM) and provide a DUNS number before an award can be made. If not registered in SAM, offeror may do so by going to the SAM website at http://www.sam.gov.
