Description
General Services Administration (GSA) seeks to lease the following space: State: California City: Riverside Delineated Area: To be accepted, offered space must be within the 41st Congressional District and also within the boundaries below. North: Columbia Avenue South: Ramona Drive / City College Drive East: Rustin Avenue West: Santa Ana River Trail Maximum Sq. Ft. (ABOA): 34,354 Space Type: Office Parking Spaces (Total): 120 Parking Spaces (Surface): 34 reserved, secure Parking Spaces (Structured): 86 secure Parking Spaces (Reserved): 120 Full Term: 15 Years Firm Term: 10 Years Option Term: None Additional Requirements: Preference will be given to 1) space offered in a modern Class A building, and 2) space located on the second story, or higher. First floor space may be accepted provided 1) the agency is sole tenant, and 2) the property has 20 foot unobstructed setbacks on all sides of the building, including, but not limited to sidewalks, access streets, parking lots, and adjoining streets. First floor space may also be accepted at the discretion the Lease Contracting Officer provided 1) a fence meeting agency specifications is included at lessor/owner's expense, and 2) blast film is provided at owner's expense. First floor space in a multi-tenant building will be considered only if the other tenants are not retail and do not cater to heavy public use or heavy foot/vehicle traffic. The building entrances/exits are not to be located in line of sight or within the 600 feet of the following: Drug-Free Zones, parks, day care centers, schools, residential/hoteling, shopping centers, arenas, agencies providing probation and/or parole services, halfway houses, drug abuse counseling/rehabilitation programs, and similar social service, and welfare type programs, as well as private law firms representing drug offenders, locations where drug activities are prevalent, and/or where easy surveillance of facilities or operations is possible. The government uses proximity of such operations as elimination factors during the site selection/market survey process on a case by case basis and subject to the Project Manager and Physical Security Officer risk/vulnerability evaluation. Properties housing other Federal, State, local government agencies, or private firms whose primary clientele are involved in or have ties to criminal elements are not acceptable. Properties with ground level/under building drive-through service (for banks, restaurants, pharmacies by way of example) are not acceptable. Space may be located on more than one floor, but must be contiguous. If any portion of the space is above street level, it shall have a minimum of two accessible elevators. One accessible elevator may serve as a freight elevator. Space must allow efficient office configuration (space should be no more than twice as long as it is wide and columns must be at least 20' from any interior wall and from each other, and be no more than 2' square). Janitorial services to be provided on weekdays between 7:00 AM and 6:00 PM. The subject agency currently occupies space within the delineated area. The Government is considering alternative space only if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements, telecommunications infrastructure, and non-productive agency downtime. Offered space must meet Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 100-year flood plain. Expressions of Interest Submission Requirements This is not an invitation for bids or a request for proposals. Expressions of Interest MUST be submitted in writing and, at a minimum, include the information cited herein. Expressions of Interest are welcome only from building owners and/or their authorized representatives (see #1 below) Please provide the following information in your Expression of Interest. 1. Authority to Submit : Please submit written documentation from the building owner evidencing your authority to submit an offer on their behalf for Solicitation #5CA0868. If the building ownership is a corporate entity (i.e. corporation, partnership or LLC), authorization of the signatory to bind the ownership should also be submitted. 2. Building : Name and address. 3. Authorized Contact : Name, address, telephone number, and e-mail address. 4. Legal Entity : Name and contact information of the property ownership. Written acknowledgement is required from the owner or the owner's agents where an agent represents multiple ownership entities. 5. Map showing the proposed site clearly identified as being within the delineated area described above. 6. Location of offered space in the building. 7. Date the space will be available. 8. Size : Rentable square feet (RSF) and ABOA square feet offered. ABOA square feet does not include such areas as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules and public corridors, and public toilets required by local code.
