- Critical Requirements : The contractor must be a validly ordained Roman Catholic priest in good standing with the bishop of his diocese or the superior of his religious order in the Roman Catholic Church. The good standing of the priest will be verified with appropriate letter of good standing from his bishop or religious superior. The contractor must provide written documentation stating that he has the approval of his diocesan bishop or religious superior to provide services as a priest as well as provide written documentation of Endorsement from the Archdiocese for the Military Services (AMS), USA ( http://www.milarch.org/ ). The document used for endorsement will be the Department of Defense (DD) Form 2088. The contractor shall have knowledge of military protocol, customs, and courtesies or a willingness to learn per SECNAVINST 1730.7D, OPNAVINST 1730.1E and Marine Corps Order 1730.6E. Government Cost Estimate The Government is basing it's government cost estimate to be inclusive of ALL of the following: A) The business expenses associated with normal business operation such as taxes, taxes preparation, professional training, required attire, travel cost, health insurance, retirement, office supplies, equipment etc B) Salary commiserate to a San Diego County GS11/GS12 federal hire (Reference https://www.opm.gov/policy-data-oversight/pay-leave/salaries-wages/2016/general-schedule/ System For Award Management (sam.gov) : The contractor MUST be registered in sam.gov The below are two resources for small businesses needing assistance with SAM registration, etc. 1. The Government is procuring the Roman Catholic Religious Services for a period of five years on board Camp Pendleton. This requirement will require additional endorsement; the respondent contractors will need to complete the DD2088 form. The attached DRAFT Performance Work Statement (PWS) should better inform potential quoters of the requirement. Questions are greatly encouraged to assist the Government in improving the PWS document. This will be a full and open competition as market research did not support a small business set aside.
