ID07170007 Sources Sought ITSS TASK NUMBER: ID07170007 AETC Air Advisor Operations Training 21 December 2016 Description: NOTICE FOR SOURCES SOUGHT. This is NOT a request for proposal (RFP). GSA intends to gather information to support the award of a contract award under NAICS 611512 Flight Training Schools. This notice is intended to compile a list of all companies interested in receiving a copy of the formal RFP. Please see below a draft Scope of Work for requirement details. Additionally, the Government is also conducting market research by requesting a capability statement from each interested business to determine the feasibility of setting this potential requirement aside for small business participation only. The small business must have the appropriate NAICS. The formal RFP will be issued via GSA’s Information Technology Solutions Shop (ITSS) system under the task number listed above after this notice closes. If interested in receiving a formal RFP, please respond via email with the requested information to latasha.goines@gsa.gov. PLEASE NOTE: YOUR RESPONSE TO THIS NOTICE DOES NOT CONSTITUTE A QUOTE. NOTE TO SMALL BUSINESSES : The Government is considering setting this requirement aside for small business participation. Small businesses interested in submitting a quote on this potential requirement must submit a Capability Statement, in addition to complying with the above paragraph. The Capability Statement should include 1) the interested contractor’s name, address, and phone number, DUNS number and Cage Code; 2) Provide detailed narrative that demonstrates like and/or very similar scope of work contained in the attached draft Work Statement, that has taken place in the past 5 years from the date of release of this sources sought; 3) Provide the contract number (if applicable), period of performance, dollar value, and contract description/scope explanation. Also indicate whether examples cited were performed as the prime or subcontractor (or teaming partner). This capability statement shall be no more than three (3) page, single spaced in 11 pt. Times New Roman font). Failure to provide the information as requested by the due date will result in the Government’s continuance of the acquisition planning phase, without giving consideration to the capabilities of the contractors who do not respond timely. Responses received as a result of the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a Small Business Administration (SBA) Small Business under the applicable NAICS code should not submit a response to this notice. Statement of Capability with past experiences must be submitted electronically no later than December 29, 2016 at 12 PM NOON, CST. This market research is for informational and planning purposes only. This is not a solicitation for proposals, quotes, or bids. Information received as a result of this Sources Sought will be used solely for market research purposes only. The Government shall use this market research in determining the best method of procurement, which is part of the acquisition planning process. No award will result from the Sources Sought at this time. The Government will not pay for any cost incurred in responding to this announcement. Any information submitted by respondents to this Sources Sought synopsis shall be voluntary. SCOPE OF WORK U.S. Department of Defense (DoD) personnel are required to fly Combat Mission Training in a Bell 212/412 or UH-1N aircraft in support of Air Advisor Programs. DoD training venues do not have existing capacity to support the additional requirement of Combat Mission Training. 2.0 PROGRAM OBJECTIVES 1. To acquire contractor support for Combat Mission Training inclusive of the helicopter or rotary aircrafts. 2. To develop and instruct course materials for the Combat Mission Training programs in accordance with this PWS to include United States Air Force (USAF) curriculum requirements outlined in the Appendix H. 3.0. SCOPE 3.1 Aircrew Training The contractor shall perform all services necessary to provide Combat Mission Training. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The contractor shall provide all services necessary to ensure United States Government (USG) aircrew are able to perform the duties outlined below as validated by a USAF Form-8 checkride or Certificate of Training: § Pilots and Special Mission Aviators (SMA) are able to perform helicopter defensive tactics. § SMA shall be able to perform flying duties involving aerial gunnery using an M240. 4.0 TASKS 4.1 Task 1-Program Planning/Support The contractor shall perform program management functions to ensure its personnel deliver quality training on schedule. The program management function shall include monitoring financial expenditures and providing progress reporting to the Government for this task order. The program management function shall be the central point of contact for interaction with the Government regarding specific work assignments. Task performed include but not limited to the following: 4.1.1 Attend Scoping Meeting 4.1.2 Conduct Site Travel 4.1.3 Develop Technical Project Goals & Objectives 4.1.4 Work Plan Development 4.1.5 Perform and/or delegate Quality Assurance (QA) tasks. 4.1.6 Manage contract personnel 4.2 Task 2-Training Development 4.2.1 Courseware/Curriculum for Combat Mission Training The contractor shall provide instruction, equipment and classroom materials necessary to train deploying personnel in the Combat Mission Training in UH-1N or Bell 212/412 aircraft ; including but not limited to the following: § Training shall be conducted in the contiguous United States (CONUS) § Provide course schedule to meet training requirements § Identify and schedule suitable facility for each course offering § Provide accountability for student attendees thru reporting on first training day and by exception thereafter § Allow for twelve (12) hours of uninterrupted crew rest between duty periods § Meet programmed graduation dates § The contractor shall furnish helicopter, helicopter gun mounts, and M240s. § Aerial gunnery range scheduling. § Night Vision Goggles (NVG) § The contractor shall provide a current/complete set of aircraft publications (POH, PIH, STC’s, etc.) and send updates as required to HQ AETC/A3QV NLT 5 days prior to initial class start date. Updates can be delivered via either HQ AETC/A3QV Evaluator or Electronically § The contractor shall advise HQ AETC/A3QF of any special equipment requirements § The contractor shall provide AN/AVS-9 Night Vision Goggles (NVG’s) and mounting feature (helmet/mount) for use by all crew members and AETC Evaluators, and a NVG Site lane and tester. § Evaluations shall be conducted by USAF Flight Examiner (SEFESEFE) to the maximum extent possible in accordance with the AETCI 11-2AA Vol 2 § The training courses shall outline and meet the curriculum requirements contained in applicable sections of Federal Aviation Regulation (FAR) Part 141 and based on FAR 141, Appendix H § Government will provide 7.62 mm ball/tracer ammunition. 4.2.2 Courseware and Curriculum Review. The contractor shall develop the training syllabi and courseware in accordance with the items listed in the applicable Appendix H of the PWS and submit to HQ AETC/A3QF for review/approval within fifteen (15) work days after contract award. A graduation certificate for the USG student shall be issued only when they complete the aeronautical knowledge and flight training portions, to include the USAF check ride. Any suggestions for improvement and/or changes to contractor developed courseware shall be coordinated between the contractor and the COR and authorized by the CO. 4.2.2.1 The training course shall align with the guidance in the AETCI 11-2AA V1, and Appendix H. The contractor shall conduct training in accordance with AETCI 11-2AA V1 sections 1 and 8 and applicable items, as determined by AETC/A3Q in table A 3.1 Rotary-Wing Certifications. 4.2.2.2 Flight evaluations shall be conducted in accordance with AFI 11- 202 Volume 2 and AETCI 11-2AA V2, and Appendix H. Flight evaluations or certifications shall be flown by a USAF or USAF certified SEFE (as required), with direct access to the controls (if required for crew position) to the maximum extent possible in accordance with the AETCI 11- 2AA V2 or approved follow on publications. Evaluations or certifications shall be conducted by USAF Flight Examiner (SEFESEFE) to the maximum extent possible in accordance with the AETCI 11-2AA Vol 2. 4.2.2.3 Approximate training time for Combat Mission Training is eight (8) training days for pilots and SMAs. 4.3-Task 3-Training Deployment 4.3.1 Contractors will normally conduct training from Monday-Friday when training is in session. However, cancellation of planned training due to weather, scheduling conflict, etc. may occasionally result in makeup training on weekends for paragraphs 4.3.2.3. The contractor’s instructional hours shall not exceed eight (8) hours of classroom time daily per training day. Combat Mission Training Air Force instructor/evaluator pilots, and instructor/evaluator SMAs shall need to fly periodically to maintain currency and proficiency IAW AETCI-11-2AA V1 training tables/RTM/RAP. 4.3.2 End of Course Reports/Grade Folders : Course completion reports and student grade folders shall be provided to HQ AETC/A3QF no later than (NLT) seven (7) work days after each class completion. The report shall include student completion rates, problem areas noted and remedies to issues noted. The contractor shall provide AETC/A3QF with a report of any student absence NLT approximately 1200 CST the day of the absence. One electronic copy of each required document shall be provided in a compatible Microsoft Office format (i.e., Word, Excel, PowerPoint). 4.3.3 Aircrew Training 4.3.3.1 Combat Mission Training: Each class will consist of two (2) student crews, so the tactics can flown in formation. A student crew consists of one (1) pilot with zero (0) or one (1) or two (2) SMAs. 4.3.3.2 Pilot Combat Mission Training consists of: § Approximately seven (7) hours of academic and ground training. § Approximately four (4) hours of Cockpit Procedural Training (CPT), emphasizing aircraft differences, including switch and component location/identification, and normal and emergency procedures. § Fifteen (15) hours of combat mission flight training. 4.3.3.3 SMA Combat Mission Training consists of: § All items in paragraph 4.4.1.2. and an additional minimum of two (2) hours of an overview of the M 240 weapon system academics. § Flight time to include a mission flight evaluation or certification flown by a USAF or USAF certified SEFE (as required) 4.3.3.4 Additional Flight Hours: Periodically additional flight time will be required for AETC Stan Eval pilots and SMAs to maintain currency in the Bell 212 and Combat Mission.
