- (1) Action Code : SOURCES SOUGHT This is a Sources Sought Notice only. This is not a request for proposal, but a survey to locate potential sources. This Sources Sought does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. It is for market research purposes only. Respondents will not be notified of the results of the evaluation. The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Objective: To find sources that are qualified to meet the supplies/services as listed in section 11B. Note that the specific requirements in section C are subject to change prior to the release of any solicitation. B. Performance Work Statement (PWS) C.1 Background: Wabash MPI Carver, Inc. 800 ton Hydraulic Compression Press is used for processing a variety of composite materials. These materials are tested to determine if they meet the criteria to be used in Army applications. It is necessary to maintain the calibration certifications on this equipment in order to maintain ISO certification. C.2 Objective: To have Wabash MPI Carver, Inc. perform an on-site visit to perform preventive maintenance and calibration service to the Government owned 800 ton Serial # 10595 Hydraulic Compression Press. C.3 Requirement: The Contractor shall send a certified technician on site at building 4600, Lab 1006 on Aberdeen Proving Ground, MD 21005. C.3.1 The Contactor shall contact the Technical Point of Contact (TPOC) to schedule one (1) calibration and preventive maintenance visit during the period of performance. C.3.2 The Contractor shall cover all travel costs and labor for the technician supplied to perform the maintenance. C.3.3 The Contractor is responsible for all shipping and freight costs of supplied material and parts associated with this service. C.3.4 The Contractor shall perform a visual inspection of the vessel’s condition and report any concerns. C.3.5 The Contractor shall calibrate the pressure gauges and digital pressure controls as follows: ten (10) calibration points over the range of the pressure gauge to be checked. Error load percent shall not exceed plus/minus (+/-) one (1) percent (%). C.3.6 The Contractor shall calibrate the platen temperature controls as follows: Range of temperature checked using ten (10) calibration points. Error for loads shall not exceed +/- one (1) %. C.3.7 The Contractor shall check the platen temperature uniformity using nine (9) calibration test points over a square area of 1-2 inches in from the outer edge on all four (4) sides of the platens. C.3.8 The Contractor shall align and level the platens using nine (9) calibration test points over a square area of 1-2 inches in from the outer edge of all four (4) sides of the platens. C.3.9 The Contractor shall check and repair any defective heater lead wires. C.3.10 The Contractor shall check for any defective heaters using an ammeter to determine the required amperage based on equipment operator manual. C.3.11 The Contractor shall check the electrical controls for proper operation in accordance with the equipment operator manual. C.3.12 The Contractor shall check the hydraulic system for proper operation in accordance with the equipment operator manual. C.3.13 The Contractor shall repair any minor hydraulic leaks. C.4 Deliverables C.4.1 The contractor shall inform the TPOC if the presses are in need of major repairs or complete overhauling and shall provide the cost by sending a quote for the repairs to the TPOC within 30 days of maintenance visit. C.5 Security Requirements: C.5.1 Access and general protection/security policy and procedures. This standard language is for contractor employees with an area of performance within Army controlled installation, facility, or area. Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes. C.5.2 For contractors that do not require CAC, but require access to a DoD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations. C. Responses: All interested parties should notify this office in writing, mail, fax, or e-mail within the posted date. Responses shall include: (I) To what extent each of the specifications can be met. (II) Include your type of business (i.e. commercial, academia), whether your organization is classified as a large or small business based on the 500 employee standard that accompanies NAICS code 333517. If a small business, you must also list any small disadvantaged status you hold [HUBZone, 8(a), Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), etc.]. (III) Past experience/ performance through the description of completed projects.
