- Conversion of The Lab and Research Clinic from Adobe FLASH to HTML Intent to Sole Source: Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of PSC, Assistant Secretary for Health (OASH), Office of Research Integrity (ORI) intends to sole source to: Vetwork Learning Solutions, Inc 10000 Falls Rd Ste 303 Potomac, MD 20854-4103 The Office of Research Integrity (ORI) promotes integrity in biomedical and behavioral research supported by the U.S. Public Health Service (PHS) at more than 5,000 institutions worldwide. The ORI accomplishes its mission through the activities of two divisions. The ORI Division of Investigative Oversight (DIO): 1) monitors investigations of alleged misconduct in research by applicant and awardee institutions and PHS intramural research programs and conducts an independent oversight review of the institutional reports to ensure thoroughness and fairness, and to permit independent administrative actions by the PHS against scientists found guilty of research misconduct; 2) recommends research misconduct findings and administrative actions to the Principal Deputy Assistant Secretary for Health for decision, subject to appeal; 3) assists the Office of the General Counsel (OGC) in presenting cases before the HHS Departmental Appeals Board; 4) provides technical assistance to institutions that respond to allegations of research misconduct; 5) responds to instances of alleged retaliation; and, 6) implements programs to improve the handling of allegations of research misconduct. These programs include "RIO Boot Camps," which provide an opportunity for Research Integrity Officers (RIOs) and their legal counsel to discuss important problems RIOs face in handling allegations of research misconduct. DIO has also developed forensic tools for image analysis to aid in the oversight of research misconduct cases. The ORI Division of Education and Integrity (DEI): 1) manages assurances submitted by PHS-funded institutions to ensure that they have in place policies and procedures for handling allegations of research misconduct; 2) reviews those institutional policies and procedures; 3) develops educational resources and programs to help institutions foster an environment that promotes the responsible conduct of research; 4) evaluates the effectiveness of these resources and programs; 5) funds research on research integrity; and, 6) communicates information about research integrity through conferences, workshops and interactions involving national and international partners and also through various media, including the ORI website, ORI newsletter, ORI annual report and social media platforms. ORI has two interactive video products entitled "The Lab" and "The Research Clinic." ORI estimates that over 50,000 researchers and trainees view these educational materials as part of their required responsible conduct of research training. These videos completed using Adobe FLASH technology to allow for interactive features. Recently, popular browsers such as Google Chrome, Firefox, and Safari have announced that they will no longer support FLASH technology and will instead support HTML5, which provides improved security, faster page load times, and compatibility with mobile devices and tablets. Because of the high number of users access ORI resources through Chrome, Firefox, Safari, and mobile devices, there is a strong need to convert "The Lab" and "The Research Clinic" to HTML5 to make them accessible to the most number of users. VetWorks,Inc, in partnership with WILL Interactive, Inc. developed "The Research Clinic" and "The Lab" and currently possess copyright for both products. Work for "The Research Clinic" and "The Lab" were competed in among Service Disabled Veteran Owned Businesses. Vetworks was selected amongst several bidders due to best approach, value, and extensive proof of concept for learning. Vetworks partnered with WILL Interactive, Inc. which owns the patent on Virtual Experience Immersive Learning Simulation (VEILS®), the learning platform used for both products. The contracts were reviewed by the Office of the General Counsel, which agreed that WILL Interactive, Inc. should maintain copyright over both products. Due to copyright and other intellectual property issues, no other company is capable of completing this work. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement.
